Incorporated in 1957, the Town of Clarkdale operates under the council-manager form of government. The Town Council consists of the Mayor and four Council Members, all elected at large to serve staggered four-year terms. A Vice Mayor is chosen internally by a vote of the Council every two years. The Town Manager is appointed by the Town Council. The Town Council also appoints the Town Attorney and Town Magistrate.
The Town employs approximately 58 employees and its Fiscal Year 2025 budget is $43 million with a five-year capital improvement plan budget of $19.3 million. Clarkdale provides residents with an array of municipal services, including planning, permitting, zoning, economic development, special events, parks and recreation, public safety, utilities, and public works. The organization also provides financial, human resources, risk management, information technology, and emergency management functions for the Town.
Job Description
DESCRIPTION: Under direction of the Public Works Director, the primary responsibility of the Public Works Administrative Supervisor is to perform a variety of complex and highly responsible professional administrative duties involved in the planning, development and implementation of systems, program, policies, procedures and practices of the Town’s Public Works Department. This position will support day-to-day Public Works and Water Services operations by supervising assigned department staff, planning, organizing, and implementing and maintaining effective administrative systems. This position understands public trust and models the highest standards of personal and professional integrity expected of those working in public service. Employees in this class typically work a forty (40)-hour workweek consisting of 9.5-hour shifts Monday through Thursday and a 4-hour shift on Friday. Work schedules may be subject to change depending on the needs of the organization.
CLASSIFICATION: Positions in this class are characterized as having a thorough knowledge of administrative operations and strong, positive customer service effectiveness in dealing with the public, coworkers and subordinate staff. An employee successful in this position performs duties with minimal supervision and at times considerable independence. Job functions require the ability to think independently, use discretion and good judgment, apply strong communication and customer service skills, and to follow and carry out written and verbal directions. This is a FLSA exempt, full-time, position with full benefits. The salary range for this position starts at $52,441. Highly qualified candidates may start above minimum DOQ.
ESSENTIAL FUNCTIONS AND DUTIES:
Essential functions and duties may be modified at any time at management’s discretion. Typical duties may include, but are not limited to the following:
- Contributes to the development and execution of departmental goals, policies, and procedures; leads short- and long-term strategic planning initiatives to align with the Town of Clarkdale’s vision.
- Oversees the administrative operations for Public Works divisions, including Parks, Facilities, Streets, Cemetery, Utilities (Water/Wastewater), and Solid Waste; coordinates the lifecycle of Capital Improvement Projects (CIP).
- Facilitates effective external relations by serving as a primary point of contact for the media and regulatory agencies; manages public relations by responding to inquiries and resolving complex disputes and interpersonal conflicts with citizens and community groups to maintain positive partnerships.
- Directs, mentors, and evaluates assigned personnel; fosters a high-performance culture by providing continuous professional development and ensuring staff have necessary resources.
- Enhances service quality by auditing existing workflows and implementing innovative technologies or updated procedures to improve departmental outcomes.
- Administers the departmental budget in strict accordance with the Financial Operations Guide; performs fiscal forecasting, expenditure monitoring, and project accounting to ensure transparency and solvency.
- Ensures accurate and timely payroll processing; audits biweekly timesheets and maintains compliance with Town labor policies.
- Authors and reviews high-level reports, press releases, and recommendations for Town leadership; ensures all departmental communications are professional, accurate, and transparent.
- Modernizes and maintains departmental record-keeping systems; leverages databases to track operational data, increasing efficiency and public transparency.
