Barbaricum is seeking an experienced Senior Financial Analyst to provide support to the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E), located at Mark Center in Alexandria, VA. The Senior Financial Analyst will assist with supporting financial and budget management of all Deputy Chief Technology Officer for Science and Technology (DCTO(S&T) programs and financial analysts. This individual will assist in the preparation of required documentation to support the DoD PPBE process, specifically, Research, Development, Test, and Evaluation (RDT&E) Descriptive Summary (R1-R4), Budget Issue Papers, and Support documentation for Program Decision Memorandum.

Responsibilities

  • Support all phases of the Planning, Programming, Budgeting, and Execution (PPBE) processes, including meeting all OSD mandated timelines for submission.
  • Support PPBE related documents and activities related to DCTO(S&T).
  • Provide expertise with DoD acquisition, budget processing, and procedures.
  • Assist in establishing and monitoring metrics to measure the value of DoD’s programs.
  • Prepare analysis and evaluation of effectiveness of programs and operations and analyze financial and budgetary trends.
  • Prepare documents and briefings for review to senior leadership.
  • Support with identifying baseline financial processes and designing target financial and business processes and procedures that, when implemented, can result in significant improvements in mission and cost effectiveness.
  • Assist in developing the Program Objectives Memorandum (POM) and Budget Estimate Submission (BES) to include developing budget proposals, corresponding issue nominations and detailed budget justification material (R-Form, and P-Forms).

Qualifications

  • Active DoD Top Secret Clearance
  • Bachelor’s Degree in Business Management, Finance, or Accounting
  • 10 years recent and relative work experience in DoD financial activities
  • Experience with DoD organization and structure, particularly the development structure of the Services and Combatant Commands
  • Experience with POMs, BES, R-Forms, and P-Forms
