Summary:
This role provides leadership and direction for a major Operations and Management contract. The Deputy Program Manager applies experience and expertise to support contract execution, ensure compliance, maintain project performance, and oversee coordination across construction, maintenance, procurement, and plant operations. The position requires strong knowledge of contract requirements, project controls, safety, client relations, and integrated project execution.
Principal Job Duties & Responsibilities:
• Develop a full understanding of the Fluor prime contract and relevant subcontracts
• Ensure Health, Safety and Environmental (HSE) requirements are emphasized throughout the project
• Support preparation and execution in accordance with contractual obligations and Fluor Operating System Requirements (OSR/OSIP)
• Manage and execute maintenance, modification, and outage activities per contract requirements
• Ensure maintenance planning and scheduling are integrated with plant and power operations
• Verify with the Program Director (PD) that requirements for safety, quality, cost, schedule, and productivity are met
• Oversee and integrate daily PMO operations and deliverables
• Assist the PD in defining program organization and staffing needs
• Maintain effective client relations to support cooperation, timely payment, and potential follow‑on work
• Oversee accurate and timely project reporting, close‑out documentation, and project reviews
• Work with Project Controls to maintain a documented change control system
• Participate in cost and schedule management, including project structure, planning, reporting, and change management
• Coordinate effectively across design, procurement, material management, and construction teams
• Ensure effective interface management with third parties
• Support implementation of automated work processes and tools that add value
• Ensure compliance with standards for computing facility security and use of Fluor systems
• Verify that invoices are submitted per contract requirements and follow up on accounts receivable
• Keep senior management informed on project status, client relations, cost and schedule performance, risk changes, and major concerns
• Support technical and commercial proposal development, including planning, execution methods, schedule preparation, cost estimating, and strategy
• Mentor Fluor personnel as requested
• Manage personnel and support development through training, feedback, and advancement opportunities
• Apply policies and procedures consistently across business lines and locations
• Travel as needed to support business requirements

Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and eight (8) years of work-related experience or a combination of education and directly related experience equal twelve (12) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
