Overview

The Green Mountain Care Board (GMCB), Vermont’s independent health care regulatory agency, is seeking a skilled and motivated Administrative Services Director to support our mission of improving access to quality health care while containing costs across the state.

 

This role will lead key initiatives that strengthen how the Board manages contracts, procurement, and process improvement. The Director will work closely with leadership and staff to enhance organizational performance and ensure that our systems and processes align with GMCB’s strategic goals.

 

This position will be responsible for:

  • Project & Program Management
    • Lead and manage multiple complex IT and operational projects with a high degree of independence.
    • Coordinate with management to execute improvement initiatives that strengthen enterprise-wide contracting and procurement.
    • Ensure projects and contracts are integrated and aligned with the Board’s long-term strategy.
  • Contract Management & Statewide Coordination
    • Oversee contracts and procurement processes, particularly for IT systems and data resources such as healthcare claims and hospital discharge data.
    • Research and apply best practices to guide procurement and contracting improvements.
    • Ensure that process improvements are well-documented, sustainable, and shared with staff and leadership.
  • Process Improvement & Analysis
    • Conduct process mapping, workload assessments, and benchmarking to identify opportunities for efficiency and performance gains.
    • Lead business process redesign efforts, modeling both current and future state workflows.
    • Develop tools and frameworks that help the Board evaluate and sustain improvements.
  • Strategic Consultation & Leadership
    • Serve as a trusted advisor to staff and management on contract design, business processes, and improvement strategies.
    • Develop methodologies, documentation, and performance metrics for procurement and contracting.
    • Provide leadership and guidance to project teams, including mentoring or supervising staff as needed.
  • Stakeholder Engagement & Communication
    • Collaborate with executive leadership and senior staff on contractual and IT-related projects.
    • Share and integrate information across departments to ensure alignment and build consensus.
    • Prepare and present findings, recommendations, and updates to management and, at times, the legislature.

Minimum Qualifications

Master's degree in accounting, business or public administration or a related field AND two (2) or more years of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.

OR

Bachelor's degree in accounting, business or public administration, office administration or a related field AND four (4) or more years of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.

OR

Bachelor's degree AND six (6) or more years of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.

OR

Two (2) years of full-time college coursework or Associate’s degree AND eight (8) years of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.

OR

High school diploma or equivalent AND ten (10) or more years of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.

OR

One (1) or more years as an Administrative Services Director II with the State of Vermont.
