Job Description:
JOB SUMMARY
This a supervisory position with the responsibility for managing and overseeing the daily operations of the Commitment area along with supervision and oversight of the Prison.
This is a non-bargaining supervisory position that is responsible for staff on all shifts and reports directly to the Records/Commitment Lieutenant.
This position has oversight of the day-to-day operations of the Prison Supply Department while working cooperatively with all prison departments, as well as outside Law Enforcement to make sure that both Commitment and Supply related tasks are completed appropriately.
This position shall supervise all Supply staff and inmates working within the Supply Department.
Duties also consist of carrying out operational/management policies in effect through providing direction to Correctional Officers.
Direct and frequent contacts are maintained with the Records/Commitment Lieutenant for receipt of and dissemination of guidance, policy and procedure.
This position oversees reports and conferences with staff and inmates.
Supervision of operational activities and the prison population will occur when needed during tour of duty, consisting of assigned security staff, and the inmate population.
Emphasis and priority are the care, custody, and control of the inmate population, while maintaining the security of the facility.
This position is also responsible for the workflow in the Commitment area including, but not limited to where Commitment staff are working within the area, what staff are cleared to work in the Commitment area, and selection of staff for training on all shifts in the Commitment area.
This position also has the authority to approve scheduling changes in the Commitment and Supply areas upon request daily.
ESSENTIAL JOB FUNCTIONS
Ensure completion of daily shift paperwork (i.e., general reports, logs, check sheets, etc.)
Complete tours of assigned areas to ensure compliance with standard operating procedures.
Coordinate prison activities from a security operation standpoint, schedule and assign security officers to post.
Disseminate information between lieutenant of security, deputy for security, fellow supervisors and line staff, other departments as needed.
Attend to inmate complaints in assigned areas or as directed/needed with close daily inmate contact. Ensure Inmates observe rules and regulations, cleaning, and security checks of assigned areas, to include inspections (tours) of the institution.
Direct supervision of resident meal period ensuring that they are properly served. Facilitation of daily security rounds throughout assigned zone(s), monitoring compliance with Lancaster County Prison (LCP) policies and procedures and effectuation of corrective action, if necessary.
Monitor and oversee security operations, taking corrective action, when necessary.
Ensures completion of daily shift documentation (e. g. Misconduct Reports, general reports, logs, check sheets, etc.), monitoring quality and correcting, if necessary.
Monitors and oversees packet assembly regarding Codes, Use of Force incidents, and situations requiring compilation of an After-Action Review packet.
Ensures all requisite comprehensive reports are included in such packets.
Monitor and oversee the search of cells/open bay areas, storage containers, Urban Yards, common areas, and other areas.
Use communication, emergency, and other equipment.
Apply handcuffs, other restraints, and safety devices using self-defense techniques.
Deal effectively with inmates one-on-one and in large groups and/or in stressful situations, including emergencies.
Exercise sound judgment to influence and make decisions regarding corrective actions, performance improvement plans and employee performance evaluations.
Review potential disciplinary issues with Human Resources and Administration and make recommendations.
