General Description
The purpose of this job is to provide responsible administrative and technical work supervising one or more divisions in the Tax Department. This position works under general supervision, independently developing work methods and sequences.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Utilizes deeds, plats, DOT plans, and related legal documents for purpose of developing, updating, and maintaining cadastral maps for real property taxation.
- Supervises the use of deeds, plats, and related legal documents for the purpose of updating and maintaining ownership records for real property taxation.
- Supervises the preparation of the land records portions of the assessment roll.
- Supervises the Exemption and Exclusion programs per NC General Statutes.
- Directs and participates in Call Center customer service.
- Serves as primary contact on all escalated tax complaint issues and recommends appropriate resolution.
- Ensures timely collection of deeds, plats, surveys and other information regarding the transfer and status of real property within the County.
- Interprets and applies laws, regulations and procedures pertaining to division activities.
- Establishes and monitors internal control process and ensures procedures follow federal, state, and local laws and regulations.
- Measures the effectiveness of divisional activities and makes recommendations to improve service levels.
- Provides training tolls to ensure staff provides accurate information for One-Call Resolution.
- Trains and develops new and existing staff members in compliance with Tax Administration policy and procedures and North Carolina General Statutes.
