Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

This is a highly responsible and professional position that will serve as the Human Services Program Director for the Southeast Region. This position will collaborate with each section within the Regional Office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.
Specific Duties and Responsibilities include:
•This is managerial work planning, monitoring and administering the Civil, Forensic, and Misdemeanant Adult Mental Health Continuum of Care Program to ensure that the community mental health and substance abuse service delivery components operate in a coordinated, efficient manner for the benefit of the DCF, SAMH clients involved in the civil, community and criminal justice system. This position exercises independent judgment in
formulating policies and procedures which have significant impact on personnel, administration, and operations of the Adult Mental Health Program. Manages, directs, and monitors an integrated system of care for the Regional Adult Mental Health Program that includes the coordination of civil, forensic, and misdemeanant systems of care. Oversees that the Managing Entity coordinates the Forensic Specialist Team including the training of team members, staffing of cases to ensure individuals are admitted to the least restrictive treatment facility, receiving appropriate discharge planning services, and are sufficiently monitored upon release to the community.
•Oversees the Management Entity Adult Forensic System functions. Oversees the area of Quality Improvement, this includes Baker Act Designation, monitoring of ALF-LMHL facilities, Co-Occurring Comprehensive, Continuous, Integrated System of Care Implementation, SAMH Incident Reports, Emergency/Disaster Coordination, SAMH Programmatic Monitoring Reports, and DCF Tracker
•Oversees, troubleshoots, and coordinates with the courts, Criminal Justice System, the Managing Entity, SAMH Providers, State Mental Health Treatment Facilities/Hospitals, Department of Corrections, community partners, Assisted Living Facilities with Limited Mental Health Licenses, advocacy groups, and stakeholders to ensure the integration of civil, forensic, and misdemeanant clients in the community. Oversees the efforts of Criminal Justice agencies to step down forensic clients into the civil mental health delivery system. Provides consultation and technical assistance to the Managing Entity and agencies and individuals involved in the treatment of mental health clients under the jurisdiction of the court.
