Head of Policy Research

Cruise is looking for a thorough and experienced policy professional to join our rapidly-growing Government Affairs team to be its Head of Policy Research. In this role, you will help drive Cruise's public policy formation, integration, and strategy as Cruise takes on novel, intricate legal and policy issues related to the future of shared, electric, and autonomous mobility. This position will work most closely with team, as well as various organizations and individuals within the company and relevant partners within General Motors.

Day-to-day responsibilities include:

• Conduct legislative and regulatory research, including tracking, analysis, and drafting support for regulatory submissions, public comments, and legislative letters of support at the local, state, federal, and international level

• Craft policy products and assist Government Affairs and executive teams with content development (e.g., issue briefings, fact sheets, research summaries, white papers, presentations, blog posts, etc.)

• Drive the Cruise Policy Research agenda by conducting in-house research, drafting external publications, driving in-house policy decisions through data-driven arguments, and collaborating with Cruise’s Product, Legal, Commercial Operations, Marketing, and Communications teams

• Lead Cruise policy formulation and approach towards emerging policy opportunities in priority markets, including but not limited to sustainability, equity and environmental justice, accessibility, congestion and land use, road safety, and national security

• Lead Government Affairs’ participation in internal Cruise risk assessments, assessing and interpreting business, engineering, and product development decision-making for potential political and policy risks  

• Serve as subject matter authority during Government Affairs briefings of elected officials, policymakers, and regulators, as needed

• Develop, lead, and own relationships with universities, think tanks, research organizations, external consultants, third party groups, and trade associations to achieve Policy Research and broader Government Affairs goals and objectives

• Lead external research projects and associated launch strategies that support Cruise’s policy objectives, including facilitation of research publication and socialization with key collaborators

• Track and forecast relevant external research and policy developments and support the Government Affairs team in promoting Cruise as a policy leader

• Represent Cruise at a variety of policy and regulatory events (e.g., workshops, hearings, panels, conferences, etc.), conveying Cruise policy positions and cultivating Cruise’s thought leadership reputation  

• Provide research and fact-checking support for external documents and engagements
