About the role

Description

POSITION SUMMARY: Oversees facility maintenance of all ECKAN properties. Responsible for inspecting privately owned dwellings rented by prospective and current housing program participants to ascertain safety and maintenance needs to ensure compliance with HQS or appropriate funder requirements set forth by the Department of Housing and Urban Development (HUD). The Property Manager must track inspections and inform and counsel landlords/tenants in program regulations.

TYPICAL DUTIES AND RESPONSIBILITIES ESSENTIAL:

· Inspect all units/properties no less than quarterly, scheduling repairs as needed and replacing furnace filters. 

· Coordinate all repair work of tenant damages and prepare units for rent. 

· Perform minor to moderate repairs on rental units, weigh cost/time savings versus sub-contracting of repair work. Based on experience.

· Uphold regulations of the Kansas Landlord Tenant Act. 

· Coordinate and perform repairs and maintenance on other ECKAN facilities when needed.

· Uses electrical testers and other detection devices as required.

· Schedule mowing, snow removal, and any other contract service needed to maintain ECKAN properties

· Monitor rental property for proper upkeep and lease compliance.

· Inspect rental units for compliance with HUD’s HQS or appropriate funder requirements based on knowledge of general construction and residential repair practices.

· Communicate with the Housing Authority or compliance with HQS/appropriate funder requirements, if necessary.

· Coordinate all move-ins and move-outs of tenants for ECKAN Rental properties, also including correspondence with applicants and tenants, lease signing, full deposit and first month’s rent collections and PHA correspondence.

· Coordinate maintenance requests as deemed necessary by the director.

· Maintain professional communication with tenants and contractors.

ADDITIONAL:

· Possesses organizational abilities.

· Must be willing to travel extensively within ECKAN’s service area and attend overnight out-of-state conferences, transportation is provided.

· Must be able to climb stairs and ladders and lift 40 pounds.

· Must be able to drive and have a valid Kansas Driver’s license.

· Proven working knowledge of basic plumbing, heating, and electrical systems with the ability to recognize structural defects in residential construction and to exercise sound judgment based on Uniform Building Code experience and HUD’s HQS regulations.

· Must be willing to keep an employer-provided cell phone or person at all times, except when the director approves otherwise. 

· Must be willing to work on-call as needed for rental emergencies to ensure damage to any ECKAN owed property is minimized. 

· Must have a working knowledge of the Kansas Residential Landlord and Tenant Act.

· Demonstrates a working knowledge of Housing Assistance programs and HUD HQS, with at least one year’s experience in residential maintenance, inspections, or other related work.

· Possess the ability to work unsupervised and to track multiple work assignments.

· Must obtain HQS certification and any other funder-required certifications within one (1) year of being employed.

· Must attend CHDO and NSP training within one (1) year of employment.

· Attend staff meetings. 

· Support the ECKAN code of ethical conduct.  

· Maintain confidentiality of all agency information. 

· Assist with other duties as assigned by the Supervisor.

Requirements

QUALIFICATIONS ESSENTIAL:

· A bachelor’s degree in a related field or five years of equivalent work experience is preferred.

· Experience with low-income housing programs or related social service programs is preferred.

· Must be able to operate handheld and power tools common to the construction trade.

· Possesses excellent public relations skills and ability to work effectively with low-income families.

· Must demonstrate the ability to gain the support of staff, funding sources, elected officials, and the community.

·   Employment is contingent on successfully passing required background checks and health assessments.

·  Excellent verbal and written communication skills.
