IT Concepts Inc. (ITC) is seeking an experienced Business Analyst to join our team of diverse technical professionals. The qualified applicant will become part of ITC’s team working in support of our Department of Veterans Affairs client. Candidate should be skilled in MS Project, reporting and analytics tools, and have the ability to communicate effectively with executive leadership. Candidate will be providing project management support, requirements analysis, stakeholder engagement, reporting, and communication support.

What will you be doing?:

• Provide project and program management support to Veteran Health Information Exchange (VHIE) Exchange Solution Management (ESM) Program Manager, including:
• Develop and maintain project schedule to include all tasks and dependencies associated with VHIE ESM
• Identify, track, and manage risks and issues
• Develop project status briefings, both recurring and ad hoc
• Provide meeting support, including scheduling and facilitating meetings, preparing agendas, capturing meeting minutes, and conducting follow-up on action items
• Provide functional analytic support with the knowledge and expertise to identify, document and manage functional and technical requirements associated with VHIE programs and products
• Interview business stakeholder SMEs to determine that all business rules and business requirements are captured in relation to processes
• Ensure input of all business rules and business requirements into the requirements repository using the VA approved tools
• Produce and maintain the Requirements Specification Documents/New Service Requests/Epics/User Stories for the VHIE Consent Management Portal according to rules established under the VA’s project intake process
• Produce and maintain the Requirements Traceability Matrix (RTM) using VA approved tools
• Produce analysis reports for any type of functional/technical analysis performed on an ad hoc basis
• Manage and oversee the full requirements management lifecycle for VHIE ESM program, including:
• Gathering, documenting, storing, tracking, and prioritizing requirements, user stories, and acceptance creation.
• Creating, populating, and managing the VHIE business requirements repository
• Engage actively with Cerner, Dept. of Defense, Veteran Data Integration and Federation (VDIF), and VHIE Business teams to ensure requirements are captured, communicated and met
• Manage and report on requirements status from inception through implementation
• Ensure technical teams provide appropriate document supporting implemented requirements
• Identify and communicate gaps in implemented versus requested requirements
• Collaborate with other VHIE project teams to obtain the necessary information to facilitate deployment activities per VA’s life cycle processes / release management guidelines
• Collaborate with IT counterparts to produce deployment plans that can be relayed to the business team and end users
• Work with IT counterparts to sequence and track release activities for the business team
• Facilitate for the VHIE business the deployment implementation plans for national deployment, communicate with field sites, plan for contingencies during a release of software and support all aspects of software deployment based on configurations specific to the national release
• Gain strong working knowledge of Joint HIE and VHIE Portal in order to test the system and perform business processes
• Review status and implementation reports produced by development teams for accuracy and completeness

Requirements

• Bachelor’s Degree in Business, Information Technology, Engineering or related discipline
• 5-8 years of relevant work experience as a Business / Requirements Analyst in requirements gathering and documentation, process flow, and process modeling
• 5-8 years providing project/program management consulting experience
