Senior Level Project Manager (PM)

Navarro Research and Engineering is recruiting a Senior Project Manager (PM) to support the Department of Energy Office of Clean Energy Demonstrations. This full-time position is primarily remote but may involve periodic travel.

This position will support the Department of Energy Office of Clean Energy Demonstrations (OCED). OCED is a multi-technology office responsible for overseeing more than $20B of investment in large scale demonstrations in emerging technologies such as clean hydrogen, carbon capture, advanced nuclear reactors, grid-scale energy storage, industrial emissions reductions as well as demonstrations in rural and socioeconomically disadvantaged regions. We are looking for individuals with a range of skills and interest in large-scale clean energy demonstration projects.

We are currently seeking a highly skilled and experienced Senior Level Project Manager to join the Department of Energy (DOE) Office of Clean Energy Demonstrations (OCED) in a senior-level advisory role. The successful candidate will be responsible for providing strategic guidance and oversight to OCED, specifically focusing on the development and implementation of project management principles, policies and guidelines. The primary objective of this position is to establish processes for and advise the OCED Project Management Office (PMO) on various aspects of project management.

Responsibilities:

• Provide guidance on project management strategies, particularly in relation to financial assistance agreements and DOE Order 413 directives and guides.
• Advise the OCED PMO on how to perform program and project management on financial assistance agreements, ideally on large energy and construction projects.
• Develop and implement a comprehensive performance monitoring framework to evaluate ongoing projects. Analyze project performance metrics, identify areas for improvement, and provide recommendations to enhance efficiency and effectiveness.
• Evaluate ongoing projects to ensure compliance with DOE requirements and identify potential risks and challenges. Collaborate with stakeholders to establish proactive measures that allow OCED to stay ahead of project requirements and mitigate any potential discrepancies.
• Advise the OCED PMO on applying a tailored approach to project management based on project size, cost share, and DOE guidelines. Help define appropriate project management methodologies and best practices for various project scenarios.
• Collaborate with OCED procurement teams to ensure alignment between project management strategies and procurement processes. Work closely with procurement professionals to provide input and expertise during the planning and execution of contracts.
• Foster strong working relationships with integrated project teams, stakeholders, and external partners to ensure seamless communication, coordination, and implementation of project management strategies.
• Assist in reconciling any discrepancies between procurement and project management, minimizing delays and optimizing project outcomes. Prepare regular reports and updates for senior management, highlighting project status, risks, and recommended actions.

Requirements

• Bachelor’s degree in a relevant field (e.g., project management, engineering, business administration) is required. A master's degree or professional certification in project management is preferred.
• 15 years of experience in project management, preferably in a senior-level role. Demonstrated experience in overseeing projects, advising on project management strategies, and evaluating project performance.
• Federal government (Department of Energy, Department of Defense, etc.,) experience a plus
• Strong knowledge of project management methodologies, tools, and best practices. Familiarity with applying a graded approach to project management based on project size, cost share, and regulatory requirements.
• Knowledge of DOE regulations, specifically DOE Order 413 and the associated project management guides, and experience advising on compliance and performance monitoring.
