Position Summary

Responsible for the overall management of the Department’s Administrative Services which include Payroll and Human Resources. Directs, manages, plans and coordinates all aspects of Administrative Services to include payroll, employment, compensation, compliance, employee relations and policy setting.

Job Description

Primary Duties & Responsibilities:

Administrative

  • Serves as faculty and staff liaison between the Department and other outside units in administrative matters of high complexity.
  • Serves as a resource for general questions and problem-solving.
  • Leads low-level special projects, reporting, and represents/participates in cooperative efforts within the University and other Departments.
  • Performs other related administrative and managerial duties as directed.

Appointments/Payroll

  • Participates and may lead administration and management in developing job descriptions for new or reorganized positions.
  • Ensures new positions are approved and budgeted, with proper documentation and posting.
  • Guides departmental leadership, recommending starting salary for new hires, considering qualifications, departmental guidelines, and internal equity.
  • Oversees and coordinates payroll in collaboration with services provided by Human Resources appointments for the department, ensuring appropriate payroll and appointments are completed and approved by the deadlines.
  • Continuously monitors, directs, and analyzes payroll operations throughout the Department.
  • Acts on behalf of the department when establishing processes for streamlining procedures and workflow for payroll processing and reporting.
  • Reviews faculty recruitment packages, including offer letters, compensation packages, and other supporting documentation for new faculty.
  • Coordinates faculty notice process for compliance with WUSM policies and guidelines.
  • Reviews staff offer letters and non-renewal notices for compliance with WUSM policies and guidelines.
  • Directs, manages, plans, and coordinates the department's faculty and staff payroll and approvals.
  • Leads the discharge meeting for staff.

Human Resources

  • Assists administration and management by providing expertise, guidance, and resolutions in complex personnel issues in conjunction with WUSM Human Resources.
  • Handles extremely sensitive and confidential employee relation matters; playing a critical role in avoiding possible litigation.
  • Provides guidance and expertise in dealing with complex and difficult personnel issues.
  • Seeks appropriate guidance and input from WUSM and the general counsel’s office.
  • Recommends, develops, and implements policies and procedures for human resource matters.
  • Collects performance evaluations.
  • Coaches mangers and employees.

Finance/Compensation

  • Works with the Financial Operations leadership to plan and develop the personnel operating budget for the department and strategic plan.
  • May lead Financial Operations for the group.
  • Administers department faculty compensation plan and ensures compliance and equity within the plan.
  • Coordinates faculty bonus payments according to the department’s compensation plan.

Compliance

  • Develops and maintains policies and procedures related to payroll, employee relations, and compensation to ensure consistency of practices across the department and compliance with University guidelines and external regulatory agencies.
  • Develops training tools and materials for faculty and staff to support new policies and compliance guidelines.
  • Oversees and directs annual compliance training program and ensures 100% department compliance.
  • Monitors external government regulations and policies; interprets changes and effects on the department.
  • Develops and implements procedures to ensure appropriate licensures and credentialing for faculty and staff.
  • Prepares salary and productivity survey responses, Scorch, AAARAD etc.
