For every child, partnerships

UNICEF’s growing engagement with Gulf Cooperation Council (GCC) partners has emerged as one of the few areas of increasing public resource mobilization, making it both an immediate and long-term institutional priority. The second half of 2025 will see a surge in high-level engagements, including: Strategic Dialogues with GCC partners; UNGA side events; High-level events; and UNICEF leadership participation in key Gulf-led events such as the Social Summit (November 2025), Doha Forum (December 2025) and World Government Summit (February 2026).

These are critical political and fundraising moments that require sustained follow-up and intensive coordination across divisions, regional offices and country offices.

A key component of the Public Partnerships Division’s (PPD) work is to strategically guide UNICEF leadership’s external engagement with public partners, governments, and multilateral platforms. This includes identifying high-value opportunities for participation in global events and dialogues; advising on positioning and messaging to align with UNICEF’s strategic priorities; and preparing tailored briefing notes, advocacy materials, and talking points to support informed, impactful representation. PPD also leads the preparation of high-quality Notes for the Record to capture and follow up on key outcomes, ensuring continuity, accountability, and strategic follow-through. This work directly contributes to shaping global policy discourse, strengthening partnerships, and advancing UNICEF’s influence and resource mobilization goals.

In parallel, the Africa and Middle East team in PPD also manages a growing portfolio of high-value public-sector grants; review and quality assurance of all donor agreements from GCC partners and countries across Africa and the Middle East; and contribution and grant management through UNISON, Insight, and eTools. 

Scope of Work:

The consultant will play a strategic supporting role in advancing UNICEF’s institutional engagement with GCC partners. This includes:

  • Developing high-impact strategic documents and planning tools for senior management use;
  • Drafting and finalizing Notes for the Record of high-level strategic dialogues;
  • Coordinating the preparation of background materials, concept notes, and agendas for UNGA and other global events;
  • Updating and refining donor profiles for each GCC country, integrating insights from 2025 engagements;
  • Drafting targeted advocacy products that support UNICEF’s positioning, visibility and fundraising priorities.

 The role will also entail supporting internal coordination and stakeholder liaison with GCC Permanent Missions. This is a results-focused consultancy designed to help ensure the successful execution of critical external engagements between September and December 2025. The consultant will work under the guidance of the Senior Adviser.

The level of effort required is approximately 20 days per month.
