Pay Range: $7,255 - $9,202 per month (Non-Bargaining Pay Plan, C45 Step 1-13)
Hiring Range: $7,255- $7,700 per Month(Non-Bargaining Pay Plan, C45 Step 1-4 DOQ)

There is one Accountant III opening with the Yakima County Human Services Department. The major purpose of this position is to provide advanced financial oversight and technical expertise to support the Human Services Department by guiding accounting staff, conducting secondary-level invoice reviews for all awarded grants, ensuring compliance with funding requirements, and providing critical fiscal data analysis and visualization. The role includes ensuring that general ledger revenue and expenditures are accurately coded to maintain precise financial records. Additionally, the position also develops financial data visualizations and reports used by internal and external leadership and key decision-makers to support strategic planning and transparent reporting to the Board of County Commissioners and the public. The position requires collaboration with multiple internal departments and external agencies to maintain accurate fiscal management and regulatory compliance. The role includes providing guidance, training, and conducting secondary-level reviews of invoices for all awarded Human Services grants, thereby ensuring financial integrity and adherence to policies.

Responsibilities:

Essential Duties:

Prepares a variety of complex reports, statements and documents for major County financial projects, year-end projections and special management financial review. Reports may include financial reports, data visualizations, and interactive tools, to translate complex financial data into clear, actionable insights for Human Services leadership, Board of County Commissioners, Financial Services, and the public.

Tracks, reviews, analyzes and makes recommendations regarding complex reports, statements and documents for major County financial projects, year-end projections and special management financial review. Exercises judgment in identifying anomalies, forecasting trends, and recommending data-supported actions or clarifications to management.

Analyzes, audits and reconciles financial information such as contracts, grant agreements, funding sources, and assigned accounts. Preparing documentation for general journal entries, reconciling accounts, preparing A-19s. Performs related activities such as reviewing contracts for compliance with terms and conditions or accounts for consistency with generally accepted accounting principles.

Develops policy and procedural recommendations in response to changes in federal, state and local laws, rules and regulations. Under the guidance of the Finance and Admin Senior Manager, decides how to interpret financial terms in grant and contract language and assess compliance.

Tracks fixed assets and maintains related records such as depreciation schedules, MOUs for use with community partners, additions/deletions, reserves and/or contributing capital. Tracks, reconciles and calculates rates, costs and/or life span of assets and replacement funding. Generation of use agreements for partners utilizing assets, based off templates created by the Finance and Admin Senior Manager. Work with Financial Services to make additions and deletions to the fixed asset list.
