The Human Resources Analyst position is responsible for performing specialized duties of all facets of Human Resources in DOTD District 58 and will report directly to the Region 1 HR Manager.  While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD polices, procedures, manuals, and directives.

AN IDEAL CANDIDATE SHOULD POSSESS THE FOLLOWING COMPETENCIES:

  • Communicating Effectively: The ability to convey information, ideas, and emotions using structured communication methods that promote understanding and engagement.
  • Following Policies & Procedures: The ability to follow, reinforce, adapt, or develop policies and procedures to maintain compliance with federal and state legal requirements, State Civil Service rules, and organizational policies.
  • Making Accurate Judgements: The ability to assess options, weigh risks, and make sound decisions using available information and logical reasoning.

Examples of duties

Three years of human resources experience; OR

Six years of full-time experience in any field; OR

A bachelor’s degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

The job duties and responsibilities listed below are for the Human Resources Analyst C position and represent the duties and responsibilities that the incumbent will be expected to fulfill at the end of the training series.


Job Duties:

  • Serves as the primary HR contact for the District, processing personnel and payroll actions such as hires, promotions, position changes, and separations, ensuring accuracy and compliance in LaGov HCM and related systems.
  • Maintains employee records and verifies employment data including pay, leave accrual, benefits, and organizational assignments; researches and resolves discrepancies in accordance with Civil Service rules and applicable laws.
  • Provides support for employee benefits programs, guiding staff through new hire enrollment, annual enrollment, qualifying life events, and retirement options.
  • Supports supervisors and managers with performance evaluations, disciplinary actions, ADA accommodations, and other employee relations matters.
  • Assists with recruitment activities by posting vacancy announcements, responding to applicant inquiries, reviewing materials for compliance,
