Job Description 

DOER is seeking a Municipal Energy Program Analyst within the Green Communities Division to help focus programs on accelerating greenhouse gas emission reductions through energy program analysis and management. The Municipal Energy Program Analyst will report to the Deputy Director of the Green Communities Division and will manage the reporting process, compliance, and evaluation of two key projects: 1) the Green Communities Annual Reports and 2) the Municipal Fossil Fuel-Free Building Demonstration Program. The Municipal Energy Program Analyst will leverage energy data in DOER’s online municipal energy data platform, MassEnergyInsight, to identify trends and develop actionable strategies to improve energy efficiency and greenhouse gas reduction in municipal and school facilities and fleets. These insights will also guide DOER’s municipal grant programs. In addition to being the Division’s “data expert,” the individual filling this position will liaise with data managers at other DOER Divisions, the Executive Office of Energy and Environmental Affairs, utilities, and other external stakeholders. 

The Green Communities Division serves all 351 Massachusetts cities and towns by providing technical assistance and financial support for clean energy solutions that reduce long-term energy costs, reduce greenhouse gas emissions, and strengthen local economies. Over 90 of the Commonwealth's population reside in designated Green Communities. Of those 298 designated communities, 169 are also considered environmental justice communities.
