System Administrator I- Public Safety

Responsible for the implementation, maintenance, and operation of a 24/7 Public Safety Information system which includes a police records management system, computer aided dispatch system for a combined police and fire communications unit and mobile data terminals for both police and fire operations. Responsible for coordinating with other technology technicians within the city regarding the city wide 700/800 MHZ radio system prime site and related infrastructure. Responsibility extends to the city-wide computer network system as a department liaison with the city technology services staff. Responsibility for continuous communication with the information systems vendor for troubleshooting issues and software/hardware upgrades. Responsibility for training public safety personnel in RMS, CAD, and MDT platforms.
ESSENTIAL JOB FUNCTIONS:
Establishes department standards relating to public safety network software, server hardware and network user access.
Police Department network software, server hardware and user access is subject to established City Standards as managed by Tech Services.
Manages public safety hardware and proposes upgrades where appropriate.
Upgrades related software as needed.
Seek continuous training and up to date application of technical solutions to common problems through intermediate research of information available through the internet, internal staff knowledge and vendor-provided documentation and knowledge basis.
Researches and recommends public safety network hardware and software as well as vendors. Network hardware and software are subject to established City Standards as managed by Tech Services.
Manages documentation of server hardware in conjunction with city technology services, software and related wiring and connectivity issues related to public safety.
Investigates public safety network related problems as needed. Subject to troubleshooting calls 24/7 and occasional call-out.
Makes recommendations in the development of public safety network standards and procedures and assists in enforcing those standards and procedures.
Point of contact for users that have questions related to issues and problems involving the public safety network.
Perform a variety of file and password services: Assist users with routing password resets for various systems and applications as appropriate and per security policy. Perform basic file restoration services for users as requested.
Train public safety employees on public safety network computer applications and software.
Works in conjunction with other technology technicians throughout the city in regards to the city-wide radio system. Assists with programming radio equipment and works with other members of the technology staff to regularly inspect and manage radio tower site locations.
Assists other members of the technology staff in managing and maintaining the department’s video system both in-car and within the building.
Department administrator for police building security access card system. Assigns/removes access and audits personnel access to police buildings.
Ensures the Department’s compliance with CJIS security policies and fulfills the responsibilities of the Police Department LASO (Local Agency Security Officer).
Documents and demonstrates procedures/solutions by developing documentation, flowcharts, layouts, diagrams, charts, code comments, clear code, etc.
Operates a motor vehicle to conduct City business.
Must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time.
MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
Bachelor's degree in information technology; computer science or related field; or
Three + years of progressively responsible related experience with public safety information systems; or
Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Licenses and Certifications:
Valid Missouri Driver’s License
Must complete required NIMS level training within first six months of hire
Physical Demands:
While performing the essential functions of this job the employee is frequently required to stand for long periods of time, climb stairs, walk, sit, use hands to finger, handle or feel, stoop, kneel, crouch, or crawl, and talk or hear as needed.
Must be able access all equipment areas i.e. climbing stairs, maneuvering through small doorways and crowded rooms, etc.
