Job Description

The Director, Hospital Information System (HIS) Applications and Integration Architecture, in the pre-HIS planning phase will plan, coordinate, lead and provide oversight on the development of an enterprise architecture for application and system integration within the hospital and across external systems and repositories. This architecture will be used by the HIS renewal project team and project steering to inform scope, information flow and functionality decisions during the planning and execution phases of HIS renewal at Osler. Once the HIS renewal project enters execution phase, the candidate will move into an equivalent leadership role within the project team.

The individual is responsible for contributing to Osler’s Information Management and Information Technology team's vision as well as leading, developing and supporting initiatives critical to the organization’s information management practices. This individual directs efforts to develop, implement and maintain practices that support the clinical integration of health information and technology solutions across all programs and services; provision of user applications and systems necessary for both clinical and non-clinical operations.

Accountabilities:

• Strategy and planning
  • Leads the development of an enterprise architecture, describing current and future states of Osler’s applications and the integration between them (future state will include a modern HIS as the core clinical application for the enterprise; new and existing ancillary clinical systems as required; and administrative systems including human resources, finance, payroll and materials management)
  • Plan for the integration of Osler’s systems within the organization, and beyond, including patient and community provider access and integration with provincial health information technology (IT) assets
  • Working with the Information Services (IS) leaders, clinical informaticians and clinical subject matter experts, translate the architecture into provider and patient workflow and user experience, validating the application architecture for the HIS renewal project
  • Support the project ramp-up activities including: project planning and budgeting, development of project team and decision-making structures and development of the human resources and staffing plan
  • Once the HIS renewal project has entered the team-building stage, transition to an equivalent leadership role within the project team (as a member of the project leadership team, carry our responsibilities per the approved budget and project plan through implementation, go-live and post-live optimization)
  • Develop and communicate strategies and plans to teams, staff, partners, customers and stakeholders (internal and external)
  • Support the continuing enhancement of cybersecurity readiness
  • Develop, implement, maintain and oversee enforcement of policies, procedures and associated plans based on industry-standard best practices in accordance with scope of responsibility
  • Participate in leading the introduction of innovative technologies and processes to enhance clinical data quality, efficiency and effectiveness in data capture, processing and reporting
