Job Duties

The Department of Motor Vehicles is seeking a Senior Program Specialist for a full-time position with our Vehicle Services administration in Richmond, Virginia.

The Sr. Program specialist is responsible for developing and implementing key department initiatives including direct stakeholder analysis and management, preparation of status reports, organization and oversight of project teams as needed, development of solutions to challenges, and building of internal and external client relationships. The role may also serve as the primary program source between DMV and external partners, such as other state agencies, dealer associations, insurance industry, and law enforcement.

The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves a wide array of businesses, including dealers, fuels tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. DMV operates upon five fundamental core values: Trustworthiness, Respect, Accountability, Integrity, and Teamwork (TRAIT). Minimum Qualifications

• Exemplary technical and business writing with experience in preparing comprehensive and accurate correspondence and reports.
• Demonstrated work experience organizing and leading projects.
• Experience analyzing and recommending structural improvements to the organization, processes, and automated systems.
• Experience conducting analysis and communicating findings and results in presentation format.
• Demonstrated work experience leading interdisciplinary working groups or efforts.
• Experience implementing programs, policies, procedures, and long-range goals.
• Experience interpreting policies, rules, regulations, and statutes with demonstrated experience in translating complex concepts and findings to all levels of the organization and external stakeholders
• Experience developing dashboards to monitor, measure and enforce performance standards for third party vendors.
• Skill in the use of computers and software applications with emphasis on spreadsheets, databases, and presentations.

Additional Considerations

• Knowledge of motor vehicle laws.
• Knowledge of the Agency’s titling and registration processes, systems, and regulations.
