About the role

Candidates may qualify for the 2210, Information Technology Management Series by meeting the Experience requirements specified in the Qualifications section of this announcement. Individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE is defined as: providing advanced IT project management and technical support for COOP and incident response operations, including maintaining secure and nonsecure infrastructure, resolving complex technical issues, and ensuring continuity readiness. This experience includes leading IT projects using formal lifecycle methodologies; conducting analyses and developing business cases; applying cybersecurity, OPSEC, and regulatory requirements; properly handling sensitive, Safeguards, and classified information; coordinating with internal and external partners; and clearly communicating technical issues to senior leadership in support of mission-critical continuity and response programs. The ideal candidate will be able to demonstrate the following: 1. Demonstrated capability to plan, execute, control, and close medium- to large-scale IT projects using formal methodologies (e.g., PMM, CPIC), including scope, schedule, cost, project funding and budget activities, risk, reporting, and stakeholder engagement. 2. Experience applying IT solutions to Continuity of Operations (COOP) and/or Incident Response (IR) programs, including facility support and alignment with security requirements; and coordination with agency and interagency stakeholders. 3. Demonstrated ability to conduct audits, feasibility studies, tradeoffs, cost/benefit, and develop business cases; recommend IT solutions that enhance effectiveness, efficiency, and productivity. 4. Experience evaluating knowledge and application of security requirements and controls, including the establishment and maintenance of IT systems which handle Safeguards Information and classified/restricted data in accordance with Federal and/or NRC policy. 5. Demonstrated clarity, concision, and logic in oral and written communication; effectiveness in interagency coordination, preparation of technical documents, and stakeholder engagement (Interagency partners, HQ offices, OCIO, regions, contractors).
