CTE is recruiting applicants for a Lead QRIS Operations Specialist. This role is responsible for documenting, managing, and implementing the standard operating procedures of the Maryland EXCELS Quality Rating and Improvement System. The successful candidate has previous experience with Maryland’s QRIS and strong analytical skills.
Specific Duties & Responsibilities
- This role will work closely with the Assistant Director Early Childhood Quality Improvement, the technology team, and state sponsor(s) to identify and assist in the development of and updates to the Maryland EXCELS system related to,
- Standards rubrics
- Accreditation pathways
- User-interface
- System notifications
- Oversee all operating procedures and processes related to Maryland EXCELS Licensing and Compliance standards to ensure accurate content area preassessments. Manage weekly processes and coordinate changes in the process with state sponsors.
- This position is responsible for facilitating feedback that will inform QRIS leadership of any needed system improvements and professional development requirements. Additionally, the Lead QRIS Operations Specialist will contribute to on-going tasks to support other QRIS team members such as but not limited to involvement in planning and delivery of training content, assisting with workgroups.
- This role will manage standard operating procedures and processes.
- Maintain current process documents (Technical Assistance Process, Program Quality Specialist Outreach, Program Quality Specialist Stock Language, Withdrawn Programs, Guidelines for Reviewing Accredited Programs, etc.)
- Recommend improvements, revisions, and updates to existing operating procedures.
- Identify and develop new standard operating procedures based on the needs of the Maryland EXCELS System and staff/user roles.
- Respond to Program Quality Specialist team questions related to operating procedures and processes.
- Coordinate and execute processing of license number updates including resumptions, changes in rubric type, LEA codes and School IDs and special program types (such as DOD and COA), as needed.
- Review of data collection and analysis, planning and implementation of policies and practices to influence professional development.

Minimum Qualifications
- Bachelor's Degree in early childhood or related field.
- Five (5) years of related experience.
Preferred Qualifications
- Master’s Degree in early childhood or related field.
- At least 5 years' experience working in early childhood.
