Hiring Rate: $74,536.00 [Flat Rate]
Under direct supervision of the Executive Director of Strategy and Operations for the Bureau of Community Awareness, Action, Response (BCAARE), the Planning Analyst will receive training in performing beginning level scientific and applied research. With latitude for the exercise of independent judgment and autonomy, the Planning Analyst will assist with providing research duties and analyses, in support of a variety of planning activities including analyzing and developing BCAARE’s planning practices and procedures, researching emerging needs and community engagement strategies, and managing ad hoc planning/policy/research projects, including but not limited to the following:
- Coordinate the development of BCAARE’s annual and/or four-year Local Services Plan (LSP) as mandated by the NYS Mental Hygiene Law and recommend methods of monitoring and evaluation outcomes for the Bureau.
- Contribute to collaboration for behavioral health systems planning across BCAARE by participating in meetings, workshops, and projects that include various levels of staff including senior leadership.
- Coordinate Community Services Board (CSB) Subcommittee(s) led by BCAARE, as applicable, including facilitating engagements and evaluations, managing quarterly meetings and communications.
- Continuously research and create research/policy briefs, memoranda, and reports for various audiences including the NYC Health Department leadership, City/State partners, service providers and other community members.
- Contribute to the development of research surveys, tracking mechanisms, procedures, and other tools necessary for improving behavioral health, as identified by the CSB.
- Regularly attend community events, public forums, stakeholder meetings and/or hold focus groups and/or develop surveys to obtain community input for local services planning.
- Contribute to long term planning for all Offices in the Bureau informed by policy in collaboration with the Policy and Planning Analyst, in collaboration with the Office Data Aggregation, Translation, and Analytics.
- Regularly attend community events, public forums, stakeholder meetings and or/ hold focus groups and/or develop surveys to obtain community input for local services planning in collaboration with Offices in Bureau.
- Coordinate with Policy and Planning Analyst and Office of Strategy and Operations to inform long-term planning needs.
- Perform additional research-related duties as assigned.
Preferred Skills:
- Strong research and analytical skills and the ability to synthesize highly complex information into content relevant to a particular reader or situation.
- Background and demonstrated knowledge of behavioral health planning and/or health policy, policy analysis, program planning, health promotion, and New York’s behavioral health landscape.
- Excellent written, verbal and presentation skills and the ability to communicate with diverse stakeholders.
- Strong project management and organizational skills with a high level of attention to detail.
- Knowledge of and/or experience with community engagement and the public behavioral health system in New York especially in the areas of mental health, substance use, or developmental disabilities, current trends in behavioral health and social services policy.
- Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, and the ability to use virtual meeting platforms such as Zoom, Webex and MS Teams.
- Be highly motivated, and a good team player.
- Ability to work independently as well as in team settings, and in close collaboration with internal and external stakeholders.
- Ability to manage multiple priorities in a fast-paced environment and meet tight deadlines.
