The South Carolina Department of Public Health (SC DPH) is seeking proactive, detail-oriented County Procurement Specialists to support purchasing operations, ensure compliance with procurement regulations, and manage critical procurement activities across the Lowcountry region. These roles are essential in maintaining efficient purchasing workflows, coordinating with vendors, and supporting regional programs by ensuring the timely delivery of goods and services. Each Procurement Specialist will serve as a key resource for procurement guidance and process improvement efforts. Two positions are available to support purchasing needs across statewide locations, with a primary focus on the Lowcountry region. Candidates will be based at a DPH administrative office—ideally in Charleston County, though the exact headquarters location is flexible for the right candidate.


Job duties will include, but are not limited to:

  • Procurement Operations & SCEIS Management:

    • Ensure that all goods and services are delivered promptly to meet regional program needs.

    • Process procurement transactions using Purchase Orders (POs) or Visa Procurement Cards (P-Cards) in accordance with South Carolina Procurement Code and SC DPH policy.

    • Perform procurement activities within South Carolina Enterprise Information System (SCEIS), ensuring accuracy and compliance.

    • Execute small purchases under $25,000, including preparing bid specifications and coordinating vendor consultations as needed.

    • Follow agency procurement guidelines to ensure compliance with all state, federal, and county requirements.

  • P-Card Liaison Responsibilities:

    • Serve as the P-Card liaison for up to 10 agency cardholders, ensuring adherence to purchasing policies and reconciliation requirements.

  • Regional Procurement of Goods and Services:

    • Procure goods and services for the Lowcountry region and other counties as assigned.

    • Ensure all procurements comply with SC State Procurement Code.

    • Collaborate with central office procurement staff and regional team members on ordering formularies, procedural alignment, and process improvement initiatives.

    • Support cost-saving measures and operational efficiencies that benefit both SC DPH and the State of South Carolina.

  • Management of Leases and Contracts:

    • Establish and manage procurement leases and contracts.

    • Ensure adherence to all contract terms and conditions.

    • Oversee contracts and leases such as copier agreements, cell phone plans, postage meters, equipment maintenance, and vehicle-related services.

  • Other Duties:

    • Perform special projects and other duties as assigned.

    • Travel as required to support regional operations.

    • Respond as directed during emergencies, including after-hours or weekend support when needed.

    • Carry out additional responsibilities assigned to support departmental operations.

Examples of duties

State Minimum: 
A high school diploma and work experience that is directly related to the area of employment. A bachelor's degree may be substituted for required work experience.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Agency Minimum:
A bachelor's degree, an associates degree and one (1) year of experience in accounts payable/accounting/bookkeeping, or a high school diploma and three (3) years of experience in related field. Strong time management skills with the ability to meet daily and monthly deadlines.

This role requires someone who is highly organized, capable of managing multiple priorities simultaneously independently, and self-motivated with a proactive approach to problem-solving and task completion.
