Assistant Vice President, Architecture Strategy and Planning

About the role

To oversee and direct the Architecture Strategy & Planning branch, enabled through a team of managers, direct reports, and support contractors. The AVP is responsible for the overall architecture governance process, including the maturation of end-to-end processes over time, and enhancements to the process using enterprise tools. The AVP owns Navy Federal’s Architecture Repository that captures and visualizes layers (i.e., Application Layer) of the enterprise architecture and includes datasets that support decision-making around the architecture.  The AVP also supports ideation, development, and updates to enterprise architecture strategies.  

  • Define the overarching strategy, plans, and approaches needed to implement and manage the enterprise architecture, including repeatable design patterns and technology standards
  • Manage and evolve Navy Federal’s Architecture Governance, including its Design Review Board, Application Portfolio Management (APM) Working Group and Governance Board, and Architecture Review Board 
  • Serve as APM Working Group Chair, voting member of the APM Governance Board, and provide leadership direction to the maturation of the APM discipline
  • Serve as the Product Sponsor for Navy Federal’s Architecture Repository, setting the strategy and long-term vision for architecture data management and information sharing
  • Oversee architecture data collection efforts in support of future audits and critical decision-making
  • Represent and participate in other Navy Federal governance and review boards ensuring alignment across the organization
  • Partner with senior IT leadership, Technology Product Owners (TPO), development teams and the CTO to develop long-term strategic architecture direction and roadmaps
  • Serve as an advocate and champion for the services offered and drive alignment and buy-in within ETS and across the enterprise
  • Manage the service budget and ensure budget variance targets are being met
  • Develop an appropriate workforce strategy and resource plan (skills, competencies, team size)
  • Participate in planning and alignment discussions to facilitate and support resource transitions 
  • Ensure compliance with Navy Federal’s standards, practices, and processes
  • Extensive experience in the field of enterprise architecture, solution architecture, or capability architectures
  • Extensive experience in managing, analyzing, and optimizing end-to-end architecture governance processes
  • Extensive skill in transitioning between detailed technical vs. business-oriented executive discussions to understand and convey complex technical issues
  • Significant experience chairing working group or governance boards
  • Significant knowledge in all stages of the application portfolio management lifecycle for large organizations
  • Significant experience managing architecture repositories and providing enterprise level updates on reporting capabilities in a large organizational setting
  • Significant experience maintaining architecture domain data including data management and quality programs
  • Extensive experience leading, guiding and coaching professional staff
  • Extensive experience in IT resource allocation and management
  • Advanced verbal and written communication skills
  • Advanced skill interacting with executive leadership, management, and vendors diplomatically and tactfully
  • Advanced research, analytical, and problem-solving skills
  • Advanced skill presenting findings, conclusions, alternatives, and information clearly and concisely
  • Effective relationship building, negotiation and facilitation skills
  • Experience in developing high performing teams
  • Bachelor’s degree in computer science or other related field, or the equivalent combination of education, training, or experience
     

Desired Qualifications

  • Knowledge of NFCU operations, processes, policies, and procedures
  • Relevant EA Certification (FEAF, TOGAF, etc.) and complementary certifications (COBIT, BPM)
  • Experience as a Service Manager, Resource Manager or Program Management role
  • Experience in the ServiceNow, Oracle Fusion, Microsoft Dynamics, Pega, or Adobe ecosystem of products
