SUMMARY
The Municipal Arborist Specialist Inspector (MAS) inspects all service requests related to tree issues, documents inspection results, and determines scope of work needed for tree maintenance. The MAS is the primary community contact for all service request jobs. This position will work in a geographic area of the city of Charlotte and supervise a crew chief for a 3-person in-house tree maintenance crew.This position functions as an inspector within the City Arborist Group (CAG), a section of the General Services' Landscape Management Division. This position requires interaction with various Charlotte departments / work groups and external customers.
Major Duties and Responsibilities:
Inspect urban forestry related service requests from citizens and City departments
Create work orders for in-house and contractor tree crews
Supervise a crew chief for a 3-person in-house tree maintenance crew
Update tree inventory data pertaining to contractor and City work
Conduct tree risk assessment related to preservation of City trees
Enforce Charlotte Tree Ordinance and assess civil penalties / fines as needed
Attend preconstruction meetings with various City and external groups to recommend and enforce appropriate measures are taken to protect and sustain right of way trees during construction projects.
As required, monitor construction activities as they relate to the preservation and protection of right of way trees during construction activity
Use Cityworks work management software, Microsoft Office programs, Charlotte Explorer GIS tool, Mecklenburg County Polaris 3G
Participate in on call emergency program as an on-call supervisor and assist with large scale storm response and emergency response efforts as needed
Job duties require walking, bending, minor climbing, lifting, stooping, grasping, and squatting
Perform other tasks as required
Knowledge, Skills & Abilities:
Requires International Society of Arboriculture Certified Arborist certification and Tree Risk Assessment Qualification or the ability to obtain both certifications within six months of hire
Requires thorough knowledge of plants, trees, and shrubs indigenous to NC and southeastern US
Requires experience in tree selection, soil analysis, tree care operations and maintenance, equipment required for tree maintenance, and tree risk assessment
Requires knowledge of tools, equipment, materials, and methods relating to arboriculture, horticulture, and/or landscape related fields
Requires knowledge in all phases of tree planting, tree identification, insect and disease management
Requires knowledge of basic designs and principles for planting within roadways and urban environments
Requires the ability to read and interpret construction and landscape plans
Requires proficient computer skills (Microsoft Office software including Word, Excel, Outlook, and Power Point)
Requires excellent communication and customer service skills, both verbal and written
Requires the ability to communicate with the public effectively
Requires the ability to work a diverse schedule which may vary with seasons/ weather conditions including occasional on-call, night, and weekend work
Requires excellent detailed oriented and organizational skills with the ability to plan, prioritize, and manage work and meet deadlines for multiple programs and projects
Requires the ability to complete assignments with minimal supervision
Requires the ability to work in adverse weather conditions
Requires a valid driver’s license, good driving record, and the ability to receive and maintain a City of Charlotte Driving Permit
Minimum Qualifications:
High School graduate or equivalent with three (3) years of relevant work experience; or an Associate Degree with one (1) year of relevant work experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills, and abilities to successfully perform the essential job duties
Requires the ability to obtain (within six months of hire) International Society of Arboriculture Certified Arborist and Tree Risk Assessment Qualification.
