Basic Purpose

Positions in this job family are assigned responsibilities involving professional level work in managing, coordinating or directing a major phase of a comprehensive or specialized operating program, providing staff services in various management areas, direction of a major operating division, program, unit, or functional area, or similar responsibilities. This may include program responsibilities, coordination, promotion, and improvement of programs, providing services in the areas of formulating agency policies or operating procedures, preparing agency budgets, fiscal management, human resources administration, physical plant operations, or other management functions, supervising specialized agency services, performing highly technical managerial duties, or other comparable managerial responsibilities. Positions in this job family differ from the Programs Manager job family as they do not supervise staff.

Typical Functions

  • Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met.
  • Develops goals and objectives that align organization and military human resources objectives and establishes policies and procedures.
  • Coordinates, plans, and schedules with other organization managers and customers.
  • Reviews and provides advice on organization missions, functions, and manning of serviced units, including reorganization, activation, deactivation and transformation.
  • Identifies, analyzes and provides recommendations to supervisor on significant issues and problems related to work accomplishment.
  • Ensures that leadership follows statutory and regulatory guidance to maximize program effectiveness.
  • Functions as the principal liaison between Army National Guard (ARNG) members and participating public and private educational institutions.
  • Formulates human resource and administrative procedures and policies based on the interpretation of regulations and directives from US law, Department of Defense (DoD), Department of Army (DA), and the National Guard Bureau (NGB).
  • Assists personnel in selecting the appropriate course of study through information obtained by interviews and educational record research.
  • Assists in completing enrollment applications as needed.
  • Estimates and obtains the necessary program funds and determines their allocation.
  • Provides assistance and data to the MILPO for inclusion in the budget submission as it relates to the education program.
  • Arranges for tuition assistance for students.
  • Coordinates with appropriate State, local, and institutional authorities to assist service members in securing Federal financial aid through such programs as the Pell Grant, Supplemental Educational Opportunity Grant (SEOG), College work-study (CWS), National Direct Student Loan (NDSL), and Guaranteed Student Loan (GSL).
  • Assists personnel with entrance and enrollment application.
  • Conducts briefings and advises subordinate units; works closely with management in resolving controversial issues; researches, prepares and defends actions taken relative to changes in military personnel programs.
  • Provides technical and administrative guidance over Military Human Resource assistants, Military Human Resources Specialists, and specialists within the other specialized functions of the MILPO.
  • Plans and schedules work of subordinates based on organization priorities.
  • Provides advice, guidance, and direction to employees on a wide range of military human resource and administrative issues.
