Northrop Grumman Aeronautics Systems has an opening for a Test Engineering Manager 2 to join our team of qualified, diverse individuals within our Full-Scale Test (FST). This leadership role is in Palmdale, CA.

Note: Due to the classified nature of the work being performed, this position does not offer any virtual or telecommute working options. This is an individual contributor role that can be filled at either level.

This position is a dual-hat position that requires the candidate to perform Functional management activities (20%) as well as program execution responsibilities (80%).

The Test Engineering Manager will lead a team of FST Design, Test, and Electromechanical engineers. The selected candidate should thrive in a fast-paced work environment with elevated expectations, be result oriented and be capable of overseeing multiple unique Test activities. The team designs test fixtures, coordinates their fabrication, and executes tests at our on-site Full Scale Structures Lab.

In the role, the individual is responsible for Staffing & Resource Management, encompassing day-to-day communications, personnel issue resolution, Mentorship & Development, Performance & Compensation Management, Process & Goal Alignment, Process Adherence and general oversight.

The ideal candidate will apply their test, electromechanical, and leadership skills in a dynamic environment. Qualified individuals will collaborate with various disciplines and all levels of personnel throughout full lifecycle of structural test, i.e: Test Planning, Hardware and Instrumentation design, procurement and/or manufacturing, Test set-up, Test Execution, Data Reduction and Test Report Preparation and presentation. Candidate must have Test experience and an extensive understanding of the hardware and methodology employed during a large variety of different testing environments and scenarios.

Selected Candidate must be able to work multiple shifts such as:

  • 4x10A schedule (Mon-Thurs) 1st or 2nd or 3rd shifts
  • 4x10B schedule (Tue-Fri) 1st or 2nd or 3rd shifts 
  • 3x10 schedule (Fri, Sa, Su) 1st or 2nd or 3rd shifts

Responsibilities include, but are not limited to:

  • Coordinate and prioritize tasks for 12–20 engineers to achieve project goals.
  • Make high-impact decisions affecting organizational operations, credibility, and services.
  • Analyzing complex problems and developing solutions.
  • Create BOEs and manage budgets and schedule roadmaps effectively.
  • Lead teams independently on requirements, procedures, and test standards.
  • Lead or contribute to Design Reviews, Customer Briefings, and Budgeting Plans.
  • Oversee requirements derivation, fixture design/procurement, integration, execution, and reporting.
  • Manage state-of-the-art load control and data acquisition systems involving thousands of sensors and control channels.
  • Author, review, and publish test procedures and requirement documents.
  • Prepare technical review boards and secure stakeholder buy-in and approval.
  • Interact frequently with Program Management, external suppliers, and government customers.
  • Prep and coordinate technical review boards, working with stakeholders to gain buy-in and approval.

Lead post-test data evaluations to identify and resolve test anomalies.

Basic Qualifications:

  • Must have a bachelor’s degree in a Science, Technology, Engineering or Mathematics (STEM) field AND 9 years of related professional/military experience OR a Master’s degree AND 7 years of related professional/military experience
  • Experience with lab testing
  • Excellent verbal and written communication skills
  • Experience managing or coordinating a team of engineers.
  • Strong Microsoft Office skills and famili
