ICMS is seeking two Project Managers (Warehouse & Logistics) to provide supervisory project management expertise in warehousing and logistic support services for the Division of Logistics Services (DLS) at one of the warehouse locations. DLS operates the National Institutes of Health (NIH) Supply Center (NIHSC) warehouse and the Property Reutilization and Disposal Section (PRDS) Warehouse. The NIHSC is comprised of an 85,000 sq. foot warehouse in Gaithersburg, MD, and an on-campus NIH Supply Store in Building 10, located in Bethesda, MD. The NIH Supply Store, BLDG 10, is a 3,000 sq. foot space which operates as a retail storefront where customers can shop in person. The PRDS Warehouse is a 68,000 sq. foot space which operates Monday through Friday 7:30am to 2pm for disposal and reutilization operations in Rockville, MD. The Project Manager overseas all activities required to receive, store, and distribute facilities-related materials for the NIH Institutes and Centers on campus, Poolesville, MD, Fort Detrick, MD, and other locations as needed. In addition, the Project Manager is required to arrange for appropriate carrier distribution to Research Triangle Park, North Carolina, Rocky Mountain Laboratories, Montana, and other locations as needed.

  

Essential Duties and Responsibilities:


The Project Manager (PM) will provide oversight of the project for contract employees. He/she will oversee the start-up and transition activities, review project deliverables, and monitor productivity and quality performance of all contract personnel, maintaining a close and professional working relationship with the client. Responsibilities include Management, Supervision, Safety, Quality Assurance/Quality Control, Task Training, and Notifications. The PM shall be available while task order related work is in progress and will be available to receive all notices, reports, or requests from the assigned DLS Warehouse Contracting Officer Representative (COR), at any and all times. 


The primary responsibilities of the position will include but not limited to: 

  • Direct employees to review worksite administrative requirements (work hours, dress code, etc.) and performance standards (accuracy, timeliness, productivity) that must be met as a condition of employment
  • Perform on-going review of employee quality and productivity using the production logs, quality audits, training surveys, and feedback provided from customer
  • Provide regular feedback to staff concerning their actual performance compared to standards and specifically address those employees who are not meeting the standards
  • Establish daily communication with the COR and government customer designee to enhance visibility in workplace issues, reinforce employee commitment and proactively manage any problematic situation
  • Develop project plans, including scope, timelines, resource allocation, and risk management strategies over the course of the program life cycle
  • Coordinate cross-functional teams and stakeholders to execute project tasks and achieve project goals, providing facilitation and support as needed 
  • Facilitate effective collaboration and communication among team members to promote teamwork and problem-solving
  • Provide administrative support and workgroup facilitation for project-related meetings, ensuring agendas are followed, discussions are productive, and decisions are documented
  • Communicate project updates, milestones, and risks to senior leadership and stakeholders regularly, facilitating discussions to address concerns and ensure alignment
  • Identify and mitigate project risks and issues, implementing contingency plans as needed, and facilitating risk discussions to develop proactive solutions
  • Provide coaching and mentoring to project team members, offering guidance on project management best practices, problem-solving techniques, and conflict resolution strategies
  • Ensure compliance with regulatory requirements and quality standards relevant to projects, providing
