If so, the Business Development Officer position for Consumer Directed Personal Assistance Program (CDPAP) and Veteran Directed Care (VDC) may be the right opportunity for you!Independent Living, Inc., is a progressive and dynamic cross-disability services organization and a leader in the provision of peer services in the Hudson Valley region. Our CDPAS and VDC Business Development Officer is responsible for the business development, outreach and expansion the CDPA program, among other duties. We are looking for someone with experience in program and business development in the healthcare or homecare industry with a deep understanding of Medicaid managed care, and a record of successful management.
The CDPAS/VDC Business Development Officer should possess a bachelor’s degree in healthcare administration, business, or related field, master’s degree preferred. Minimum 7-10 years of experience in program development, business management and development, or a similar role in the healthcare or social services field and excellent leadership, communication, and negotiation skills.
Essential Duties & Responsibilities:
- Strategic Leadership:
- Develop and execute a comprehensive growth strategy for the CDPAP and VDC aimed at expanding the consumer base by 200% over the next 36 months.
- Lead market research to identify growth opportunities, including underserved populations and key geographic areas within the Hudson Valley.
- Collaborate with the CEO and senior leadership to align the expansion strategy with the organization's overall mission and objectives.
- Business Development & Outreach:
- Cultivate and maintain relationships with healthcare providers, government agencies, managed care companies and community organizations to drive referrals and increase consumer participation in CDPAP and VDC.
- Establish and manage strategic partnerships with relevant stakeholders, including a statewide Single Fiscal Intermediary, Managed Care Organizations (MCOs), hospitals, NYS-DOH, local government units, County DSS, rehabilitation centers, Discharge planners, long term care facilities and disability advocacy groups.
- Oversee outreach initiatives to raise awareness about the benefits of CDPAP and VDC among potential consumers and caregivers.
- Program Expansion & Innovation:
- Develop innovative approaches to service delivery that differentiate the program in the marketplace and appeal to diverse consumer groups.
- Work closely with the operations team to ensure the seamless onboarding of new consumers, addressing any bottlenecks in the intake process.
- Identify and implement technology solutions that will streamline program delivery and enhance consumer experience, including the effective launch and maintenance of the custom portal to match consumers to personal assistants.
- Financial & Budget Management:
- Oversee budget planning for the CDPAP and VDC expansion, ensuring efficient allocation of resources to achieve growth targets.
- Monitor and report on the financial performance of the program, ensuring revenue targets and financial sustainability are met. Identify the payers with the best margins. Develop ‘partner-like’ relationships with payers.
- Develop proposals for grant funding and other financial support to enhance program expansion efforts.
- Team Leadership & Development:
- Lead and mentor the CDPAP/VDC development team, providing clear goals and supporting their professional growth.
- Work closely with the marketing and communications teams to ensure cohesive messaging that supports the program's expansion goals.
- Foster a collaborative and results-driven culture within the team, ensuring alignment with the organization’s mission and vision.
- Compliance & Quality Assurance:
- Ensure the program’s growth adheres to state and federal regulations governing CDPAP and VDC, including Medicaid and Department of Health guidelines.
- Implement quality assurance processes to maintain high standards of service delivery throughout the expansion process.
- Stay current with legislative changes that impact CDPAP and proactively adjust strategies to remain compliant.
