Job Overview

The Finance Section is seeking a qualified individual to serve as the Finance Section Manager and Chief Accountability Officer, located in Springfield, IL. The selected candidate will possess strong leadership and communication skills, be willing to use innovative ways to guide the Finance Section and its staff consisting of approximately 17 individuals to meet the present and future demands of Illinois Environmental Protection Agency (IEPA) financial operations, grant programs, and implementing Grant Accountability and Transparency Act (GATA).  As a leader for the Section, the individual in this position will frequently represent the IEPA and Finance Section at various levels explaining policies to State, federal and local governments, industry, public interest groups, and stakeholders.  This individual should also possess the knowledge and experience to initiate and establish policies, standards and procedural guidelines for all Finance operations. Essential Functions

• Serves as the Agency Finance Section Manager and the Agency Grant Accountability and Transparency Act
  (GATA) Chief Accountability Officer (CAO) and primary contact for Agency-wide GATA activities;
• Directs the formulation, design, and implementation of the Finance Section activities;
• Serves as full-line supervisor;
• Tracks State and Federal spending for the Agency;
• Plans, develops, administer, and coordinates procedures to ensure the Agency’s financial operations are reported
  and handled properly;
• Assists with and coordinates the audit transition process.
• Directs, coordinates, and reviews agency accounts, signs travel and other documents for the Director of the IL
  Environmental Protection Agency (EPA) and the Chief Financial Officer, as authorized.
• Perform other duties as required or assigned, which are reasonably within the scope of duties
  enumerated above.
