Assistant Director of Capital Planning & Development (Capital Projects Engineer)

Annual Salary Range - $66,621.88 to $78,419.64

Scope of Work: Assists the Director of Capital Planning and Development with all aspects of the planning, design, and development of capital projects including the construction of new facilities, the renovation of existing facilities, oversees the management of deferred and critical maintenance work across the System, and monitors the contractual maintenance programs for the Community College System of New Hampshire (CCSNH).

Duties and Responsibilities:

  • Works with System and College leadership to determine objectives, requirements, and plan for renovation and construction projects are integrated with long-range master plans for academic growth and stabilization.
  • Prepares structural/project specifications to provide preliminary cost estimates and construction timelines.
  • Manages a portfolio of renovation and projects that require the preparation of scaled drawings, preparation of contract documents for building contractors, and ensure code compliance.
  • Directs the work of third-party architectural and engineering firms including but not limited to the preparation of drawings and documents on behalf of CCSNH.
  • Oversees deferred maintenance and contractual maintenance programs including being responsible for reviewing engineering and architectural design, scheduling, contract administration, construction supervision securing permits and clearances, materials/supplies procurement, and budget management of assigned projects.
  • Oversees the work of construction managers, consultants/contractors on assigned capital projects including review of project plans, selection of consultants, negotiation of fees, approval of payments, and supervision of professional and technical staff supervision assigned to the project and the evaluation of completed projects for adherence to specifications and designs.
  • Visits worksites to ensure that construction adheres to architectural and construction plans and to evaluate work and to insure federal, state, and CCSNH policies are adhered to and provides technical input/assistance and/or direction to ensure the resolution of problems and the continuation of the project.
  • Ensures compliance with all relevant federal and state regulations and health and safety standards.
  • Serves as the liaison, as directed by the Director of Capital Planning, for all projects and acts as the point person for programs that directly affect the planning and development of capital projects.
  • Maintains current knowledge and understanding of regulatory practices to ensure overall code compliance.
  • Performs such other appropriate functions, as assigned.

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor’s degree from a recognized college or university in civil engineering, architectural engineering, architecture or related field.
