About the role:

As an Incident Commander you will take control of all on site emergency situations directing all response activities and mitigation of said emergencies.

You will report to the Manager of Emergency Preparedness and be located at Columbia, SC and support the role 100% onsite.

Key Responsibilities:

1. Assume responsibility for emergency response of the daily (24/7) operations for the Brigade and service delivery including medical first responder, fire suppression, hazardous materials mitigation, confined space and high/low angle rescue and develop and administer procedures, such as General Orders and Standard Operating Guidelines.
2. Ensure emergency response capabilities and equipment are maintained at a high level of readiness. 
3. Plan and implement periodic emergency preparedness and response drills/exercises to develop response capabilities.
4. Provide support to Plant Fire Safety Engineer with regards to upkeep and maintenance of fire protection system.
5. Ensure that plant evacuation processes and routes meet standards.    

Train/Observation/Inspection  

1. Mentor, motivate and evaluate first responders and work with employees to correct deficiencies.
2. Schedule and conduct the required fire extinguisher and fire watch training sessions for the plant population.
3. Schedule and conduct the required self-contained breathing apparatus training for the plant population.  
4. Conduct area walk-throughs for safety issues. Co-ordinate these activities with Industrial Safety.
5. Perform EH&S Informal Compliance Inspections throughout the plant. Coordinate these activities with the EH&S Licensing and Regulatory Programs Group.
6. Train and maintain back shift team managers to a minimum acceptable level of Emergency Operating Center (EOC) staffing so that events on backshift can be handled until Plant Staff members arrive.    
7. Provide responsible staff assistance to the EPM to present staff reports and necessary correspondence.
8. Assist the EPM in evaluating the efficiency of service delivery methods and procedures; monitor work load relative to operations, suppression, hazardous materials mitigation, confined space and high/low angle rescue. Identify opportunities for improvement and review with the EPM. Implement identified improvements.
9. Together with the EPM, manage the implementation of the ERO goals, objectives, policies and priorities for each assigned service area. 
10. Assist the EPM in coordinating work plans for the ERO; meet with staff and resolve problems; assign work projects.
11. Prepare specifications for firefighting equipment purchases, ensuring that the ERO equipment and supply needs are met and cost effective manner.
12. Assure appropriate data is collected and records are maintained in a fashion to help with responsible future planning and satisfy regulatory requirements.
13. Ensure that the brigade building upkeep, preventative maintenance, remodeling and future needs are scheduled in house or with other Westinghouse departments.    
14. Be a liaison to other Westinghouse departments and off-site response agencies; negotiate and resolve controversial issues.    
15. Perform yearly review of the Site Emergency Plan. Ensure the level of service provided by the ERO concerning hazardous materials incidents is well defined and appropriate Standard Operating Guidelines (SOGs) and equipment exist to meet the threat level based upon in-house inventories of hazardous materials. <
