This position is contingent upon contract award
Key Responsibilities:
Provide contract-related support through all phases of contract award, administration and closeout, performing a range of contract functions
Provide business advice for all acquisition strategies, recommendation of appropriate contract types and contracting methods, and identification of applicable sole source and competitive acquisition processes and documentation
Assist with generation of pre-award acquisition contract related documents such as Acquisition Research Center (ARC) announcement postings, Acquisition Plans and Strategies, Justification and Approvals (J&A's), Contract Review Panel (or equivalent) briefings, Source Selection Plans, Request for Proposal letters and supporting documentation, model contracts, incentive fee plans, and other documentation required for contract awards, modifications, and administration
Assist with preparation of contract awards and modifications in NRO's Electronic in Procurement Exchange (EPX) Studio contract writing system in accordance with Federal Acquisition Regulations (FAR) and NRO Acquisition Manual (NAM)
Assist obtaining required reviews and/or approvals for contractual and acquisition documents
Advise during proposal evaluation, perform cost/price analysis, and prepare negotiation positions for Government review/approval
Assist in preparing and supporting/conducting negotiation of all the elements of a potential contract or solicitation including schedule, performance, and price; prepare related documents
Perform post-award functions including administering contracts by assuring compliance with terms and conditions of contracts, resolution of problems/issues that arise during performance of contracts, processing and tracking of invoices, research and resolve payment/invoice discrepancies/issues, and continuously reviewing contracts for compliance with established programs, policies and procedures
Maintain hard copy of original contract files, conformed copy, and electronic copy within the NRO's Electronic Procurement Exchange (EPX) Studio contract writing system
Distribute contracts documents to internal and external parties. Maintain office files within Windows NT environment
Develop tracking systems for action items and other areas as necessary
Prepare minor contract modifications and associated supporting documentation for actions such as funding, award fee, period of performance extension, and administrative modifications
Prepare and submit expired contracts into the contract close-out (i.e., Settlements) process
Qualifications Required:
Bachelor’s degree with over 10 years of experience
5 years of NRO experience
TS/SCI with polygraph; ability to obtain and maintain Special Access Program (SAP) eligibility and access
Develop trusted relationships with Government leaders and with mission partners
Flexible systems thinker with the ability to deliver results quickly
Self-starter with effective time management skills
Strong attention to detail, exceptional organizational and communication skills, effective and clear written (and oral) communication ability, strategic thinking, and interpersonal skills
Desired:
Master’s degree with over 12 years of applicable experience
8 years of NRO experience
PMP Certification
Demonstrated ability to adapt and flex to the execution of multiple mission sets across a diverse set of programs and tasks
