Job Purpose
Responsible to guide the site management to develop and ensure implementation of all compliance policies (AN and regulatory: Federal, State and local), yearly improvement plan and best practices for the site, contribute to the development of strategy in line with corporate guidelines, business plans and strategy, to ensure the realization of strategic objectives of the site.
Management representative and co-leader of the Site Safety Steering Committee, acts as a change agent to drive a world-class HSE culture, continuous improvement opportunities, and a role model for ensuring compliance with HSE policy and procedures.
Key Responsibilities
- Provide HSE&S support and leadership for the site.
- Plans, coordinates, controls, develops and implements policies, systems, procedures, and training to drive all aspects of HSE performance and compliance to all regulatory and AkzoNobel’s requirements
- Manage regulatory permits related to HSE. Interface directly with outside government agencies, community groups, and other external constituents and stakeholders as needed to obtain and maintain site regulatory permits. Negotiate permit requirements with government agencies
- Conduct risk and occupational exposure assessments, develop and implement exposure-monitoring plans. Manages and responds to HSE&S issues and crises that affect operations
- Keep abreast of HSE regulatory changes that have an impact on the company. Wherever applicable, develop and implement strategies to comply with new or revised requirements
- Accountable for all HSE Incident Investigations and corresponding corrective actions
- Develop and implement processes that ensure compliance with Corporate HSE requirements
- Monitor safe working conditions and behavior during the process, follow up on non-conformance
- Complete and submit internal and external HSE-related reports as required
- Lead role in new project/process changes (MOC & PHA) as HSE expert to assure compliance with AN’s & local legislation standards
- Perform HSE regulatory compliance assessments and accountability for follow-up and implementation of audit actions
- Accountable for the waste management systems at the site and in compliance with all environmental protocols related to the EPA.
- Manage site waste and 3rd party labor account (HSE&S External services) focused on cost efficiency.
- Manage and support PPE contracts with suppliers to maintain compliance and cost efficiency.
- Responsible for all HSE&S reporting through AN’s online portal (Enablon.)
- Responsible for managing, analyzing, and developing improvement plans for all HSE&S programs on site.
- Provide expert PSM support, guidance, and compliance with PSM elements supporting AN PSM expectations.
- Manage MOC process “from cradle to grave.”
Level of Autonomy
- Policy Strategy: Provides input for the BU on the definition of corporate policy and ensures BU compliance with corporate policy directives, standards, and reporting requirements
- Influencing skills: Achieves the core aim of 'safety as the primary value' for the BU by working with and influencing the BU manufacturing directors, site directors, and managers, maintains an international peers' network, and is a member of international, public HSE&S organizations
- HSE&S agenda: Has a significant contribution to the HSE agenda 4 years ahead and beyond to achieve top quartile performance
- HSE&S processes: Signs off internal expertise groups, designs and manages a balanced and coherent health, safety, and environment improvement program at the BU level, and ensures its effective implementation
Job Requirements
- Bachelor's degree in chemistry/science/engineering or a master's in industrial Hygiene/Safety. Management/Environmental Engineering or Scientist from an accredited university
