Senior Manager, Enterprise Program Management, Enterprise Transformation Management Office (ETMO)

Position Summary:

The Senior Manager, Enterprise Program Management (EPM) is responsible for the end‑to‑end execution of Enterprise Priority (EP) programs and projects within the Enterprise Transformation Management Office (ETMO) operating model. This role translates enterprise strategy, standards, and governance into disciplined, predictable delivery across a diverse portfolio of initiatives (e.g., Commercial Operations, Quality, Regulatory, Supply Chain, Business Process Optimization (BPO) efforts). The Senior Manager ensures strong cross‑functional alignment, effective risk and dependency management, and measurable value realization at the enterprise level.

This is a high‑impact role suited for a highly motivated, driven, and proactive leader. ETMO operates across three interconnected pillars—Governance, EPM, and BPO—and functions with lean teams. As such, this role requires an individual who is comfortable owning and driving critical enterprise initiatives, leading through ambiguity, and advancing a continuous improvement mindset and culture across the organization. Success in this role requires strong program management expertise, the ability to drive timely decision‑making, proactively manage risks, and effectively lead complex, cross‑functional teams.

Key Responsibilities

Program Mobilization & Planning:

  • Lead enterprise programs and projects by clearly defining scope, outcomes, and success metrics, and establishing appropriate program/project governance and operating cadence.
  • Develop and maintain integrated project plans, including critical path analysis and dependency mapping, ensuring strong cross‑functional coordination and alignment.
  • Establish and maintain core program management artifacts—including RAID logs, decision logs, benefits realization plans, and Lean Six Sigma initiative frameworks—in alignment with ETMO standards and templates.
  • Confirm business ownership and executive sponsorship, clearly define roles and responsibilities (e.g., using DICE framework), and establish effective escalation and decision‑making paths.

Execution Leadership & Delivery Discipline:

  • Lead day‑to‑day execution of complex, cross‑functional enterprise programs, driving accountability for milestones, deliverables, and clearly defined acceptance criteria.
  • Demonstrate strong executive presence and influence, effectively establishing a rhythm with, and engaging senior stakeholders and communicating program status, risks, issues, and recommendations with clarity, credibility, and authority.
  • Apply and reinforce enterprise governance standards, including 4‑Blockers, portfolio bowler dashboards, and readiness for monthly executive and ELT‑level reviews.
  • Maintain decision‑ready program reporting, proactively surfacing risks and issues with well‑articulated options, trade‑offs, and recommendations to enable timely leadership decisions.
  • Ensure program execution adheres to applicable regulatory, quality, and compliance requirements, partnering with functional experts as needed to mitigate risk and maintain enterprise standards.

Resource, Capacity & Financial Stewardship:

  • Partner with ETMO resourcing and functional leaders to translate enterprise demand into executable capacity plans, securing the skills and roles required for successful program delivery.
  • Develop and maintain resource and capacity plans across the program lifecycle, continuously assessing utilization and adjusting staffing, sequencing, or scope to address changing priorities and constraints.
  • Proactively identify and manage enterprise resource constraints and interdependencies, recommending trade‑offs and mitigation strategies to maintain delivery commitments.
  • Develop, manage, and track program budgets and forecasts, ensuring financial discipline and transparency throughout execution.
  • Support funding change requests and business cases by providing data‑driven analysis, impact assessments, and clear recommendations to enable timely leadership decisions.
