About the role

Position Summary

The OSP Telecommunications Mechanic supports the cable infrastructure requirements to include all cables designated as Government communications cables, up to and including building entrance cable, through to the termination of service.  The OSP Telecommunications Mechanic provides support for the Network Enterprise Center’s Information Technology Enterprise Management Services at Picatinny Arsenal, NJ

 

Individuals must be able to attain and maintain a valid U.S. Government Secret security clearance and a New Jersey state driver’s license in order to be retained in the position.

Duties & Responsibilities

  • Designs, engineers, and configures, the common user building information technology infrastructure support for voice and video.
  • Inspects and maintains communication infrastructure within underground cable enclosures (manholes, handholes, pull holes, and vaults).
  • Maintains, installs, removes, all instruments, service lines, associated with all connectors, terminators, and, if required, removal of all unused cable to include; copper, coaxial, and fiber optic cable and transmission systems equipment
  • Operates and maintains backbone infrastructure of voice/telephony network infrastructure equipment
  • Installs, removes, repairs, marks, cutovers, upgrades, and splices 
  • Provides the Preventive Maintenance Checks and Services (PMCS) for installation of telephone poles, pedestals, and man or hand-holes
  • Provides demand maintenance support to include, operating lashing machines, ventilation machines, digger derricks, bucket trucks, personnel lifts, backhoes, and trenching equipment that is associated with telephone poles, manholes, handholds, outside terminals, pedestals, splice points, and bonding and grounding of termination points
  • Follows the IAW Electronic Industry Association / Telecommunications Industry Association (EIA/TIA) standards
  • Inspects installation of telephone poles, pedestals, and man or hand-holes each month
  • Corrects and completes all assigned trouble tickets and service/work orders 
  • Coordinates with customers on scheduled outages and/or unplanned outages and their duration
  • Ensures test equipment is available and technicians are properly trained to support restoration of services for fiber, copper media, and transmission systems; including T-1, DS-3, Ethernet and optical carrier test equipment
  • Maintains and repairs/replaces all cable-related defects within the manholes
  • Inspects, pumps excess water, and removes debris and foreign objects in accordance with the inspection checklist
  • Identifies and validates all cabling traversing through all man-hole/hand-holes and provides butterfly drawings with correct identification markings for each manhole
  • Ensures that all information is maintained in an electronic format
  • Conducts OSHA Confined Space Awareness Training
  • Provides cable locating and marking requests for underground cables 
  • Maintains records of all cable locals 
  • Ensures records are up to date and reflected in infrastructure drawings
  • Determines defects with locating equipment and in detecting bleeds and phantoms from locating equipment
  • Coordinates with digging contractors and customers to ensure the protection of the installation infrastructure cabling 
  • Prepares, submits, and maintains all necessary paperwork for obtaining digging permits and environmental clearances
  • Assists in arranging meetings to conduct inspections, reviews, and surveys pertaining to communications construction
  • Must be available 24 x 7 if assigned stand-by duties and respond to non-duty hour priority outages

Education & Experience Requirements

  • Must have 5 years of qualified practical field experience 
  • Outside Cable Plant experience 
  • OSHA safety standards
  • OSHA confined space certification and training 
  • BICSI ITSM (Information Transport Systems Installation Methods)
