Position Overview and Responsibilities:
The Local Grants Manager is responsible for the administration, coordination, and oversight of grant programs that support the acquisition, implementation, and enhancement of cybersecurity tools, technologies, services, and resources for local governments and eligible entities. This position serves as the primary program manager for cybersecurity-focused funding initiatives, ensuring grant recipients effectively utilize available resources to strengthen cybersecurity maturity, improve risk management practices, and enhance compliance with applicable cybersecurity standards and requirements.
The incumbent manages the full grant lifecycle, including program development, application review, funding recommendations, compliance monitoring, performance measurement, and stakeholder engagement. This position collaborates closely with cybersecurity professionals, local government officials, vendors, and funding partners to advance statewide cybersecurity resilience and support strategic cybersecurity initiatives.
Key Responsibilities:
Cybersecurity Grant Program Administration
- Manage cybersecurity grant programs that provide funding for cybersecurity tools, technologies, services, training, assessments, and related initiatives.
- Develop and maintain grant program policies, procedures, guidance documents, and application requirements.
- Coordinate grant solicitations, application reviews, funding recommendations, award notifications, and grant agreements.
- Ensure grant-funded projects align with Florida Digital Service cybersecurity priorities, strategic plans, and funding requirements.
- Provide technical assistance to applicants and recipients regarding eligible cybersecurity investments and grant requirements.
Cybersecurity Resource and Funding Management
- Support local governments in identifying cybersecurity needs and aligning grant-funded solutions with organizational risk management objectives.
- Facilitate access to cybersecurity resources, including security monitoring services, vulnerability management tools, endpoint protection platforms, cybersecurity assessments, incident response capabilities, and workforce development opportunities.
Compliance and Risk Management
- Monitor grant recipient compliance with applicable federal, state, and departmental requirements.
- Review project deliverables, performance reports, reimbursement requests, and supporting documentation.
- Conduct risk assessments and implement monitoring strategies to ensure accountability and effective stewardship of grant funds.
- Coordinate corrective action plans and provide recommendations for addressing compliance concerns.
- Support audit activities and grant closeout processes.
Stakeholder Engagement and Technical Assistance
- Serve as the primary liaison between the organization, local governments, cybersecurity partners, and funding agencies.
- Conduct outreach, training, workshops, and informational sessions related to cybersecurity grant opportunities and program requirements.
- Foster collaboration among local governments to share cybersecurity best practices, lessons learned, and available resources.
- Assist stakeholders in developing cybersecurity project proposals and implementation plans.
Program Performance and Strategic Planning
- Develop and maintain metrics to evaluate program effectiveness and cybersecurity outcomes. <
