Job Description:

We are seeking an experienced IT Project Manager to join our team in support of our client, the Internal Revenue Service (IRS). The successful candidate will be responsible for leading, planning, executing, and finalizing projects according to strict deadlines and within budget. This includes coordinating the efforts of team members and third-party contractors or consultants to deliver projects according to plan. The IT Project Manager will also define the project's objectives and oversee quality control throughout its life cycle. Experience with Section 508 compliance is a plus but not required.

 

Key Responsibilities:

• Project Planning and Management:
• Develop comprehensive project plans that cover all necessary project phases.
• Define project scope, goals, and deliverables that support business objectives in collaboration with senior management and IRS stakeholders.
• Create and maintain detailed project schedules, resource plans, and status reports.
• Documentation and Reporting:
• Develop, maintain, and disseminate project management documents, including project plans, risk management plans, and status reports.
• Ensure all project documentation is complete, current, and stored appropriately.
• Regularly update project documents and distribute them to the relevant stakeholders.
• Risk Management:
• Identify, assess, and manage project risks, and develop risk mitigation plans.
• Monitor project risks and issues and provide timely resolution strategies.
• Team Leadership and Collaboration:
• Facilitate effective project team meetings, ensuring agendas are prepared and meetings are documented.
• Foster a collaborative and productive team environment.
• Provide leadership, motivation, and direction to project teams.
• Communicate project expectations to team members and stakeholders in a timely and clear fashion.
• Stakeholder Management:
• Liaise with IRS stakeholders on an ongoing basis.
• Manage expectations for project deliverables and ensure timely delivery.
• Build and maintain strong relationships with internal and external stakeholders.
• Quality Assurance:
• Ensure project deliverables meet quality standards and IRS expectations.
• Conduct post-project evaluations and identify successful and unsuccessful project elements.

 

Technical Skills:

• Proficiency in project management software such as Microsoft Project, JIRA, or similar tools.
• Strong understanding of project management methodologies (e.g., Agile, Waterfall).
• Knowledge of IT infrastructure, software development life cycle (SDLC), and enterprise applications.

 

Qualifications:

• Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a related field.
• A minimum of 12 years of experience in IT project management, preferably with government clients.
• Proven experience in managing multiple, complex IT projects.
• Experience with Section 508 compliance is a plus but not required.

 

Certifications:

• Project Management Professional (PMP) certification or equivalent is preferred.
• Agile certifications (e.g., Scrum Master) are a plus.

 

Minimum Eligibility:

• Candidates must meet requirements to obtain and maintain a Minimum Background Investigation (MBI) clearance (active Moderate Risk MBI clearance is a plus).
• Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for at least three (3) years, and Federal Tax compliant.
