The PSM Refrigeration Lead is responsible for ensuring the PSM program is compliant with all Unilever, OSHA, and EPA standards. This position works independently and is the liaison between Safety, Maintenance, and the Refrigeration departments. This position will update and maintain all aspects of the elements of the PSM program and provide oversite of compliance to the PSM processes. This position will maintain appropriate records and files and participate in audits related to PSM/RMP. On occasion the position may need to operate and maintain facility equipment including boilers, and the refrigeration systems (anhydrous ammonia). Direct and track contractor activities and provides technical PSM support throughout the facility.
KEY RESPONSIBILITIES:
- Coach/train refrigeration technicians in ammonia refrigeration process, equipment, regulations, hazards, and PSM compliance.
- Technical SME for PSM, RMP, Mechanical Integrity, PHAs, MOCs, LOPA’s, Risk Assessments, Projects, and related audits.
- Organize and maintain the PSM “library”, including Process Safety Information and OEM equipment information, ensuring PSM program is always audit ready.
- Monitor and assist in training on operating procedures including the annual review/certification and initial/refresher training. Including maintaining the operating procedure training matrix.
- Define and prioritize site programs to meet the needs of regulatory compliance, risk analysis recommendations, corporate policies, site specific procedures and audit findings.
- Ensure monthly PSM team meetings are held and documented with meeting minutes and attendance.
- Develop and review PMs for all refrigeration equipment. Ensue they meet REGAGEP and OEM recommendations. Including monitoring timely completion of PMs.
- Ensure compliance with mechanical integrity elements, including labeling. Ensure this is included in the overall refrigeration maintenance program.
- Contacting vendors and manufacturers as needed for support in resolving issues.
- Participate / Lead investigation team for near misses and incident investigations
- Maintain Ammonia PRV Tracker and Change Out Management Program.
- Ability to work with people at all levels; strong interpersonal skills and relationship-building skills. Models’ composure and decision -making in stressful situations.
- Maintain TA 3 Backup Certification for Ammonia
- Maintain TA 3 Certification for Boilers
- Working as a team with Supervisors, Maintenance, and Operations to plan, procure and document changes that occur in the refrigeration system through the MOC (Management of Change) process.
- Support and provide oversite for Pre-Start Up Safety Reviews (PSSR).
- Track closures of PSM, PHA, MOC, MI, Audit Findings and other PSM action items.
- Identify opportunities for productivity improvements with regards to refrigeration and utilities.
- Recommend projects annually to be carried out to keep the system ahead of regulation changes, improvements or to keep the system in basic condition.
- Other activities as assigned.
