Administrative Programs Manager II


About the PositionThis position supports statewide oversight of contracted outpatient substance use disorder (SUD) treatment providers through program monitoring, site visits, and technical assistance. It works directly with providers to ensure services meet contract requirements, implement evidence-based practices, and maintain high standards of care. Through ongoing provider engagement and performance review, this role will work to strengthen and support improvements in access, quality, and continuity of outpatient treatment services.

Key responsibilities:

  • Conducting programmatic monitoring of contracted outpatient SUD treatment providers through on-site visits, documentation review, data collection, and information gathering to ensure compliance with contract requirements and state and federal standards. 
  • Provide or link to technical assistance and guidance to providers to support implementation of evidence-based practices, strengthen clinical fidelity, and address programmatic or operation challenges.
  • Review provider data, reports, invoices, and contract deliverables to monitor performance, verify service delivery, and ensure alignment with contract requirements and funding expectations.
  • Collaborate with the Program Manager III and division leadership to identify service gaps, address system barriers, and support improvements in access, retention, and continuity of care across the treatment system.
  • Serve as liaison between contracted SUD treatment providers, community partners, and internal agency teams to promote coordinated and effective service delivery.
  • Participate in local, state, and national trainings and professional development opportunities related to SUD treatment, emerging practices, and person-first language.
  • Support division training efforts including maintaining training calendars, coordinating logistics, tracking participation, and assisting with documentation and invoicing.

Minimum Qualifications and Experience:

  • Bachelor’s degree,
  • Two years of professional experience,
  • Or an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education.
     

Preferred Knowledge, Skills, and Experience:

  • Experience working within SUD treatment settings, including outpatient services
  • Knowledge of evidence-based practices for SUD treatment
  • Experience with program monitoring, quality assurance, or compliance activities

Special Requirements:

  • Applicants must be willing and able to fulfill any job-related travel normally associated with this position and as such have a valid driver’s license
