Basic Function

This global role is responsible for the leadership, management, and supervision of Project Engineering for the Global Projects portfolio of projects through all phases of project delivery. The role also has direct responsibility for Global Projects, Mumbai, and the strategic growth and development of that office.

 

This role includes the following key accountabilities:

• Provide strategic leadership as part of the Global Projects Leadership Team helping to set the vision and continuous improvement strategies that will deliver best-in-class project delivery outcomes
• Engagement with executive level stakeholders inside and outside the organization to ensure strong alignment driving towards a common set of objectives
• The leader is the Engineering Management practice leader for Major Capital engineering design and delivery, integrating multiple sources of information for optimum results to add value and drive effective and efficient design for each project
• Set strategy for Engineering Delivery and will set engineering alliances and partnerships on a global basis to support our capital delivery objectives
• Drive fit-for-purpose use and application of engineering standards to projects with the standard owners being in Corporate HSE and Global Engineering
• Drive value improvement programs and processes as well as the standardization of design on a project basis, to drive value at a corporate and local project level
• Drive design-to-construct engineering philosophy in all projects
• Leadership and accountability of the Global Projects, Mumbai office and all its activities

 

Incumbent will provide leadership, development, and coaching to direct reports and their staff to achieve business results and create value.

 

This role will be based in Houston, Texas.

Responsibilities & Accountabilities

• Participate as a member of Global Projects Leadership Team to drive LyondellBasell Global Projects Journey to Best In Class execution model development, acting as a key leader and change agent to drive project delivery improvements
• Ensure safe design of projects employing GoalZERO HSE performance standards and practices throughout project execution phases
• Function as a project team member in the technical management role overseeing both the company’s technical resources as well as engineering contractor(s)
• Lead development of the project’s physical scope in accordance with the project objectives to support the TIC estimate for capital administration approval
• Ensure the design basis meets industry and the company’s standards and practices in alignment with project objectives
• Ensure the engineering execution plan meets the project objectives
• Ensure the technical correctness of the project design in support of the project’s construction, commissioning, and start-up
• Qualify engineering services & materials providers according to the company’s technical and procurement requirements
• Ensure that contractors performing engineering and construction activities meet all company HSE and technical requirements per the project’s objectives
• Drive Engineering standards optimized to minimize cost of projects
• Drive the Design to cost and value improvement activities on all projects.  Put into place practice and structure in order to assure lowest and most cost effective design
• Establish and leverage alliance relationships for both local and international projects
• Lead practice of engineering management, ensure that all projects have engineering and design management leaders to ensure integrity of design and to ensure management of change of all scope on all projects
• Responsible to advance an employee-oriented company culture that emphasizes quality, continuous improvement, key employee retention and development, and high performance
• Role requires up to 50% international travel

Min. Qualifications

• A Bachelor's degree in Engineering or related field required
• Minimum  fifteen (15) years of specific functional experience in the areas of engineering management, project development, or project execution of major capital projects required
• Minimum ten (10) years prior experience working in the Chemical, Petrochemical, industrial gases, Refining, or equivalent industry on major capital projects valued at over $50 MM is required

• Previous experience in the oversight and management of High Value Engineering Centers is preferred, with clear experience and leadership experience of international engineering teams
