Job Description:

Parsons is looking for an amazingly talented Grant Billing and AR Manager to join our team! In this role you will get to work on one of the the most exciting Infrastructure Mega-Projects in the Country!

Summary:

Under the guidance of the Comptroller, the Grant Billing and Accounts Receivable Manager provides oversight for all grant and contract invoicing, reporting, and related billing compliance for GDC (Gateway Development Commission).

What You'll Be Doing:

  • Provide leadership, guidance, and operational structure to the grant billing functions
  • Manage and oversee the grant billing and drawdown schedule
  • Partner with GDC senior management to set up, implement, manage, and close out grant financial activities in alignment with GDC and Federal Transit Administration (FTA) standards and requirements
  • Assist with maintaining and improving systems for grant compliance
  • Provide oversight and strategy on grant billing and reporting processes
  • Work with the GDC Project Managers to oversee data management of grant expenditure tracking for GDC’s Finance department
  • Work with the Comptroller on Accounts Receivable management, analysis, and reconciliation of revenue accruals and deferred contract revenues
  • Resolve complex funding issues and assisting other grants finance staff with troubleshooting these matters
  • Monitor federal contracts for fiscal compliance by maintaining expertise on federal agencies' funding requirements
  • Assist the Director of General Ledger and Financial Reporting with developing, implementing, and managing cost allocation schedules and staffing position control logs
  • Work closely with program directors and Accounts Payable to help bridge gaps between programs and finance
  • Support the Comptroller with efforts to collect on aged receivables

What Required Skills You'll Bring:

  • Bachelor's degree in business or accounting required. Must be detail oriented.
  • Possess 4+ years of federal and state grant billing experience preferred.
  • Experience with The Federal Transit Administration’s Transportation Award Management System (TrAMS) and Electronic Clearing House Operation – Web (ECHO-Web) systems, preferred.
  • Proficient with Microsoft office programs, required.
  • Experience with Oracle Project Accounting applications preferred.
  • Must possess analytical skills and evaluation techniques, required.
  • Ability to communicate clearly and concisely, required.
  • Ability to manage multiple projects with attention to detail, required.

Salary Range: 

$96,400.00 - $168,700.00
