About the role

Oracle Cloud Infrastructure (OCI) is building the next generation of cloud—a foundational platform for enterprises to run their most critical workloads securely, reliably, and at scale. The Identity and Access Management (IAM) team is at the heart of this mission, delivering secure authentication, authorization, and governance services for both internal and external customers across OCI.

We are seeking a Principal Technical Program Manager (TPM) to lead complex, high-impact programs in IAM. You will partner closely with engineering, product, and security leaders across OCI to define strategy, drive execution, and deliver secure and scalable identity services. This role requires a strong technical background, program leadership skills, and the ability to influence at all levels of the organization.

Responsibilities
  • Lead end-to-end program execution for large-scale initiatives across multiple teams and disciplines within and beyond the IAM org
  • Translate business and product requirements into executable program plans with clear scope, milestones, risks, and success metrics
  • Drive alignment and communication across engineering, product, security, compliance, and operations stakeholders
  • Anticipate and resolve cross-functional issues, mitigate risks proactively, and ensure program goals are met on time and with high quality
  • Provide visibility to senior leadership through concise updates, dashboards, and reviews
  • Establish and improve program management processes to increase transparency, execution speed, and accountability
  • Partner with engineering leaders to continuously improve operational excellence, incident response, and program delivery
Basic Qualifications
  • 8+ years of technical program management experience, preferably in cloud infrastructure, security, or distributed systems
  • Strong understanding of identity and access management concepts such as authentication, authorization, SSO, federation, and directory services
  • Proven success leading large, complex programs with multiple cross-functional stakeholders
  • Demonstrated ability to dive deep into technical details and influence architectural and design decisions
  • Excellent written and verbal communication skills with a track record of executive reporting and stakeholder management
  • Strong analytical and organizational skills, with a bias toward action and outcomes
Preferred Qualifications
  • Experience delivering secure, compliant, and highly available services at scale
  • Familiarity with public cloud environments (OCI, AWS, Azure, GCP)
  • Knowledge of compliance frameworks such as FedRAMP, SOC2, or PCI
  • Experience working in Agile environments and leading large-scale security, IAM, or cloud infrastructure programs
  • Bachelor’s degree in Computer Science, Engineering, or a related technical field; advanced degree preferred
  • Lead cross-functional delivery of large-scale IAM initiatives, ensuring on-time and high-quality outcomes
  • Drive end-to-end program planning, execution, and governance across engineering, product, and security teams
  • Define clear program scope, success metrics, timelines, and communication plans for complex and ambiguous problem spaces
  • Influence architectural and security decisions by providing programmatic insights and risk assessments
  • Proactively identify and manage risks, dependencies, and trade-offs across org boundaries
  • Partner with engineering teams to improve operational excellence, incident response, and post-mortem processes
  • Serve as a thought leader and trusted advisor to leadership, providing strategic input and driving org-wide alignment
  • Establish and refine scalable program management processes that support velocity, quality, and transparency
  • Manage stakeholder communication at all levels, including status reporting, executive reviews, and customer-facing updates
  • Champion OCI values such as “Put Customers First,” “Act Now,” and “Earn Trust, Give Trust” in every aspect of delivery
