About the role

Description

TSI is seeking an experienced Financial Analyst to shape strategic financial decisions. As a Financial Systems Analyst III, you'll shape financial strategies. With a bachelor's degree in a business-related field and seven years of experience, you'll provide critical financial management support to programs and corporate operations. Your expertise in budget preparation, performance measurement, and financial policy development will be instrumental in guiding organizational decision-making and ensuring fiscal responsibility.


Key Responsibilities:

  • Provide advice and technical assistance in the preparation of annual budgets
  • Measure organizational performance and assess the effects of various programs and policies on the budget
  • Examine budget estimates and proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives
  • Employ cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods
  • Examine past and current budgets and research economic and financial developments affecting organizational spending
  • Develop guidelines and policies governing the formulation and maintenance of budgets
  • Conduct training sessions on new budget procedures for company or Government agency personnel
  • Coordinate financial activities across various stakeholders
  • Manage finances across multiple funding types
  • Track budgets, costs, and variances
  • Produce executive summaries on financial matters
  • Conduct financial reporting and analyses on financial issues and customer requirements
  • Develop and propose courses of action (COAs) and recommendations for financial issues
  • Interpret and apply financial management principles
  • Apply financial management processes, techniques, policies, and regulations in alignment with organizational strategic goals


Required Skills:

  • Proficiency in research methods and statistical analysis
  • Advanced skills in using financial/analytical software, particularly spreadsheets
  • Strong understanding of the Navy Working Capital Fund business model
  • Excellent teamwork abilities in delivering products or services
  • In-depth knowledge of financial management principles and processes
  • Strong analytical skills for budget examination and cost-benefit analysis
  • Ability to interpret and apply complex financial regulations and policies
  • Excellent written and verbal communication skills, including the ability to produce executive summaries
  • Proficiency in developing and delivering training sessions
  • Strong attention to detail and accuracy in financial reporting and analysis
  • Ability to manage multiple financial projects and meet critical deadlines
  • Advanced problem-solving skills to develop courses of action for financial issues
  • Ability to work effectively with various stakeholders, including government agencies

Requirements


Education Requirements:

  • Bachelor's degree in a business-related field

Experience Requirements:

  • Seven (7) years of experience providing financial management support to a program/project and/or corporate operations department
  • Notable experience in budget preparation, organizational performance measurement, and policy impact assessment
