Summary

The HR Data Management Specialist performs specialized analytical work for the Department of Parks and Recreation's Human Resources Unit by compiling, cleaning, organizing, and reporting the workforce data that leadership relies on to make decisions. Reporting to the Human Resources Manager within the Office of the Director and working under general supervision, the incumbent maintains HR dashboards and metrics, ensures data accuracy and integrity across HR systems, prepares clear reports and presentations, supports HR training initiatives, and maintains external turnover reporting. The incumbent selects and applies established guidelines, independently resolves routine problems, and prepares accurate, well-organized analyses that enable HR leadership to formulate recommendations and decisions.

Examples of duties

Maintain HR Metrics and Measurements 
  • Track and maintain departmental HR metrics, measurements, and progress against established targets, ensuring data accuracy, integrity, and consistency across all HR systems.
  • Manage and maintain HR data within enterprise platforms, including but not limited to Airtable, NeoGov, LaborSoft, and Infor Lawson, to support reliable data tracking, integration, extraction, and reporting.
  • Conduct routine data quality checks to identify discrepancies across HR systems; verify, reconcile, and correct data, and ensure data integrity before submission to other Commission units or third-party processors.

Create Reports and Maintain Dashboards 
  • Pull raw data, clean it, and prepare it to support HR reporting, audits, and workforce metrics.
  • Build and maintain HR dashboards and visual reports (Power BI, Excel, or similar) that communicate trends, key performance indicators, and operational data points such as recruitment, time-to-fill, attrition, workforce complement demographics, and HR service delivery.
  • Prepare periodic reports and metrics — for example, applicant flow, personnel actions, and turnover — using Microsoft Excel or application reporting tools, ensuring assigned reporting projects are completed accurately and on time.
  • Prepare bi-weekly employee and salary reports for divisions and the HR team.
  • Apply consistent reporting templates across the HR Unit and support real-time data availability and accessibility for stakeholders. 

Communicate Information to Stakeholders
  • Clearly and accurately present metrics, findings, and progress to HR Unit members and Human Resources Manager.
  • Prepare reports, presentations, infographics, and summaries that organize data in a clear, decision-ready format for different stakeholder needs, including materials supporting leadership presentations to the Executive Leadership Team and the County Council.

Compile and Summarize Data for Leadership 
  • Compile and summarize HR metrics to surface trends, patterns, and workforce data points (e.g., vacancy, turnover, time-to-fill, retirements, seasonal workforce trends) for leadership review.
  • Organize and present data clearly so that HR leadership can interpret findings and formulate recommendations and decisions. 

Support HR Training and Data-Systems Use
  • Serve as the subject matter expert on HRIS systems and other reporting applications.
  • Support HR training initiatives by tracking training metrics and outcomes.
  • Conduct and assist with staff training sessions on data systems, reporting tools, and the use of HR analytics, under the direction of HR leadership.
  • Assist with developing and administering training programs, including preparing training materials and providing relevant data to inform training initiatives. 

Report on Turnover (terminations/separations) Information 
  • Maintain and report on turnover (termination and separation) information on a recurring basis, ensuring accuracy and timely distribution to HR leadership.
  • Compile and summarize turnover data to help leadership understand drivers of attrition. 

Administer the Tuition Assistance Program
  • Support and process the Department's Tuition Assistance Program, including verifying eligibility, tracking applications and reimbursements, and maintaining accurate records in HR systems.
  • Prepare Tuition Assistance reports to support compliance with M-NCPPC policies and budget
