The State of Maine is looking for a dynamic individual to join the leadership of the unemployment program. The program is an economic stabilizer – providing benefits that not only support individuals when they lose their job through no fault of their own, but also the local businesses where those individuals spend their benefits. This was most evident during the COVID-19 pandemic.  The leadership team ensures that the program operates efficiently during economic downturns, and takes lessons learned during those downturns to make improvements to the program during better economic times. Following the COVID-19 pandemic, the federal government has made funds available to do just this. This is a unique time to join the program, and to help improve the program by streamlining access to program services and enhancing customer experience for both individuals and employers.  This position will work in tandem with the bureau director and an existing deputy bureau director to lead service and system improvement initiatives, as well as manage the day-to-day operations of the program. 

 

The Deputy Director is responsible for managing operations and supporting the Director with overall leadership of the program, including:

  • Providing leadership and guidance on policy and security matters affecting the unemployment insurance program.
  • Overseeing the bureau’s budget with support from the financial team and advising bureau and department leadership on bureau financial matters.
  • Managing program procurement, contracts, and vendors to ensure that contractual obligations are met.
  • Managing program grants to ensure compliance with federal requirements and timelines and reporting on grant performance and progress.
  • Acting as the bureau’s financial and security lead for Federal and State Audits
    Providing high level oversight and performance evaluation of the Employer Services Division and providing guidance to the Division Director on operational matters specific to the activities of the division, as well as policy compliance, initiatives and managing human resources.
  • Taking the leadership sponsor role over various program and system improvement project initiatives.
  • Assisting the Director with communications between the program and the public, the legislature, and other stakeholders, both internal and external.

The ideal candidate will be able to demonstrate the following:

  • Strong experience with management and oversight of  programs and staff, including excellent interpersonal skills navigating through complex situations that arise between personnel and other stakeholders.
  • Experience achieving results through leadings teams and projects.
  • Experience managing budgets for an organization or subordinate component of an organization.
  • Demonstrated experience in program evaluation.
  • Strong analytical skills.
  • Demonstrated knowledge of human resources policies, laws, and rules.
  • Experience engaging and collaborating with a wide variety of stakeholders including public officials, private industry, citizens, legislators, and other interest groups.
  • Strong communication oral and written communication skills. 

Minimum qualifications:

A Bachelor’s Degree and eight (8) years of progressively responsible experience in a field related to operations, business, finance, economics, law, or public service, that includes at least 4 years of managerial experience at the mid-management or director level -OR- an equivalent twelve (12) year combination of education, training and experience.

Preference will be given to those applicants: 

Advanced degrees and certifications in business or public administration, law, insurance, or related fields are preferred but not required. Senior or Director level management experience in Operations, Finance, Business, Public Administration, Insurance, or related field.
