About the role

THOR Solutions is actively seeking a Database Developer to support Database Analysis, Development, and Maintenance efforts at the Commander, Naval Surface Forces, Atlantic (COMNAVSURFLANT) Maintenance and Engineering (N43) in Norfolk, VA. In this role, the candidate will provide expertise and services to support the maintenance, modernization, and engineering of surface vessels.

This position is associated with an upcoming contract that THOR is pursuing, with an estimated award/work start around the first week of September 2025. We are conducting preliminary, “contingent” hiring for roles associated with this contract. The work start is dependent upon THOR being awarded this contract.

Typical Responsibilities:
  • Develop, maintain and manage a TSRA Tracker Database designed to track TSRA visit schedules, visit completion data, and satisfaction survey results and produce reports and metrics for TSRA Visit program management support. Monitor the performance of the TSRA Tracker Database and recommend improvements, enhancements or needed corrections to maintain optimum performance.
  • Develop, maintain and manage a CMAV Tracker Database designed to track CMAV schedules, Planned status key elements, and Execution status key elements, and produce reports and metrics for CMAV management support. Monitor the performance of the CMAV Tracker Database and make recommendations for improvements, enhancements or needed corrections to maintain optimum performance.
  • Analyze and recommend on the viability, concerns and possible problems of the MAI Utilities Database which provides Final Agendas used in planning TSRA visits to N43P.
  • Assist TSRA Coordinator on use of the TSRA Tracker Database.
  • Assist the CMAV Scheduler and Type Desk personnel on use of the CMAV Tracker Database.
  • Develop, maintain, update and manage a Software Change Document (SCD) Database designed to track approved software changes for the TSRA Tracker Database and the CMAV Tracker Database.
  • Develop, maintain and manage additional Policy and Program databases designed to support program efforts with N43P that would benefit from implementing a database as part of the business process. The database will also provide the ability to produce reports and metrics for the N43P program being supported..

Location: Onsite in Norfolk, VA.

Travel Requirements: Up to 25% travel is anticipated, to CONUS and OCONUS locations, dependent upon customer requirements and schedule.
 
Typical Physical Activity: Primarily desk/computer work in an office environment. Periodic visits to waterfront/shipboard environments. May involve: repetitive motion, traversing shipboard environments (e.g., confined spaces, ladders, hatches), speaking or vision.

US Citizenship Required: Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment. 

Existing Security Clearance Required: This position requires a DoD Secret security clearance. A qualified candidate must already possess an active or interim Secret security clearance. A candidate with especially strong, relevant experience but no active security clearance may still be considered, but work start would be dependent upon a new Secret clearance being awarded.

Typical Knowledge, Skills, and Abilities:  
  • High School diploma, GED, or equivalent.
  • Five (5) years' experience (within the last two (2) years) in database design and management, especially using Microsoft Office ACCESS 365 and Microsoft Visual Basic for Applications (VBA) coding.
  • Five (5) years' experience (within the last two (2) years) in Software Configuration and Release Life Cycle Management.
  • Five (5) years’ experience (within the last two (2) years) in database management across a network with multiple users.
  • Five (5) years' experience (within the last two (2) years) in data analysis support for complex projects and experienced with Microsoft Office, especially importing via VBA coding, data from Excel Spreadsheet cells and generating Excel spreadsheet multi-color reports via VBA coding.
  • Ten (10) years of work experience as military, civil service, or contractor supporting USN surface ship operations and/or maintenance.
  • Proficient with common productivity software, including the Microsoft Office suite.
  • Excellent communication skills.
