Summary

Under the general supervision of the Commissioner/Agency Head, an employee in this class performs highly responsible administrative, personnel, fiscal and payroll managerial functions for a department or agency. The Chief Financial Officer (CFO) is an executive level position responsible for maintaining the organization's financial integrity while providing both operational and strategic support to the Government of the Virgin Islands (GVI). Functions within a broad framework of existing policies, laws, rules, and regulations.

This position requires participation in the formulation and determination of policies, programs, and priorities of the administration applicable to the department and consistent with the law.

This position requires a confidential relationship to a policy-making official.

Examples of duties

Provides leadership, guidance, technical expertise, and team coordination to implement strategic initiatives in fiscal management, budget analysis, financial reporting, fiscal control, auditing, and payroll operations.

Manages internal fiscal personnel in preparing financial information needed for fiscal reporting and budget hearings and analyzing budget requests.

Supervises personnel engaged in maintaining accounting records.

Provides direction, general technical, and administrative oversight to division staff, including setting goals, priorities, and deadlines in accordance with planning objectives.

Oversees the management of the department’s financial processes and systems, including business planning, budgeting, forecasting, and negotiations.

Develops policies and procedures for fiscal services and ensures compliance with applicable codes and rules governing fiscal operations.

Prepares and presents financial and specialized reports as needed.

Fosters effective stewardship of public funds and safeguards fiscal integrity through effective controls.

Provides financial information including impact statements, expenditure projections, variances in expenditure levels, and operation costs, to the Legislature, governmental agencies and other interested parties.

Develops and prescribes forms and procedures for presenting budget requests within the department.

Coordinates and performs quarterly and year-end closing of the ledgers, including extracting reports and reconciling funds.

Reviews audit compliance and ensures necessary corrective actions are implemented.

Creates reports, queries and spreadsheets to gather, analyze, and present departmental information.

Builds collaborative relationships with other departments to stay informed about new initiatives, processes, and procedures.

Manages and supervises employees, including scheduling, assigning, and evaluating work, training in all facets of work, quality control, and decisions impacting the pay, status, and tenure of others.

Oversees special projects and serves on committees or task forces designed to improve divisional and/or enterprise-wide economy and efficiency.

Acts as liaison with various government agencies to facilitate information sharing.

Attends meetings, training courses, and conferences as required.

Monitors legislation with potential impacts on financial operation.

Serves as Assistant Custodian of Departmental Petty Cash / Imprest Fund, and other funds.

Prepares documentation related to personnel and payroll actions for review and approval.

Performs other related duties as required.
 
 

Qualifications

Master’s degree in Business Administration (MBA), Accounting, Finance, or a related field with twenty-one (21) credit hours in accounting and/or finance supplemented by five (5) years of supervisory experience in financial management, fiscal management, budgeting, auditing, or a related area.

Bachelor’s degree in Business Administration or Management, Accounting, Finance, or a related field with twenty-one (21) credit hours in accounting and/or finance supplemented by seven (7) years of supervisory experience in financial management, fiscal management, budgeting, auditing, or a related area.

FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of the laws, rules, regulations, policies, and procedures governing fiscal management in the Government of the Virgin Islands (GVI).
