The Opportunity:
The Preschool and Early Learning (PEL) Division, a part of Multnomah County Department of County Human Services (DCHS), is currently seeking a dedicated and compassionate individual to provide services as an Early Learning Inclusion Coordinator.

As the Early Learning Inclusion Coordinator with the Preschool & Early Learning Division in the Department of County Human Services (DCHS), you will help to build and coordinate a new Preschool for All inclusion program in accordance with the American with Disabilities Act and other relevant federal, state and local laws and regulations. You will develop and implement training, consultation, and technical assistance to Preschool for All sites, in collaboration with families, preschool providers, Multnomah Early Childhood Program, early childhood mental health providers, and Child Care Resource & Referral. You will intentionally embed racial equity and trauma-informed practices in the planning and implementation of the inclusion program.
Primary responsibilities include:
Act as subject matter expert about the inclusion of children with disabilities and developmental delays, children who have experienced trauma, and children who are exhibiting behaviors that teachers experience as challenging
Provide strategic analysis and support to management in recommending and implementing policies, guidelines, and procedures for new inclusion support program
Analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure program compliance
Develop, implement and maintain quality management plan and systems for inclusion support program, based on the needs and feedback of preschool families and providers, racial equity, and trauma-informed practices
Develop and implement training, consultation, and technical assistance to child care providers and coaches at Child Care Resource & Referral
Utilize expertise in early childhood special education and/or early childhood mental health to make recommendations for services, accommodations, or changes in environment for successful preschool placements
Support the development and ongoing coordination of workflows and communication procedures between early childhood special education, Inclusive Partners, early childhood mental health, Child Care Resource & Referral preschool providers, and families
Coordinate multiple service providers, communicate with families, and provide ongoing support for the most challenging situations to ensure successful placements and ongoing retention of children in partnership with the PFA coach
Evaluate inclusion support requests from preschool providers and determine appropriate funding levels
Monitor providers’ inclusion expenditures and prepare reports for program evaluation and development; participate in contract compliance review and/or developing budgets.
Develop training manuals, system-wide training plan, and other needed documents regarding procedures, regulations, and services available to support inclusion and retention of preschoolers
Develop informational resources and materials; arrange and publicize meetings; schedule speakers; conduct workshops and trainings to preschool providers, educators, coaches and community partners
