Position Overview

The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as Special Employment Programs Manager.  Responsibilities include directing the activities of the IDES Special Employment programs, including the Migrant and Seasonal Farm Workers (MSFW) Outreach, Foreign Labor Certification, and Work Opportunity Tax Credit (WOTC) programs, creating program policies and establishing long-range goals and objectives, and evaluating program effectiveness. This position provides a great opportunity for someone who has a strong knowledge of state and federal employment services programs and is dedicated to ensuring compliance with state and federal laws, rules, and regulations. The ideal candidate for this position will have extensive experience working with federal employment services programs and reporting requirements and have experience supervising subordinate staff who work remotely. Essential Functions

  • Subject to management approval, serves as Special Employment Programs Manager for the Illinois Department of Employment Security (IDES)
  • Serves as full-line supervisor
  • Directs, coordinates and reviews the activities of agency Special Employment programs, including but not limited to Migrant and Seasonal Farm Workers (MSFW), Foreign Labor Certification and Work Opportunity Tax Credit (WOTC) programs
  • Confers and collaborates with agency management, workforce partners and other relevant parties on the integration of Special Employment program activities with other agency and workforce partner employment services programs
  • Serves as agency spokesperson in matters regarding Special Employment programs
  • Performs other duties as assigned or required that are reasonably within the scope of those enumerated above
